Job Description

Organizational Setting

The position is located in the FAO office in Hyderabad. Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The position is envisioned under GCF funded “Transforming Indus Basin with Climate Resilient Agriculture and Water Management” project.

Modelling of climate change scenarios for Pakistan shows that if agriculture and water management in the Indus River Basin continue along a ‘business as usual’ pathway, increasing temperatures and changes in precipitation will pose serious threats to the future livelihoods of farmers and to the Pakistani agricultural sector. In response to this challenge, the GCF funded project, “Transforming Indus Basin with Climate Resilient Agriculture and Water Management”, will help shift Pakistan and Indus Basin agriculture from its current situation of high vulnerability toward an alternative paradigm wherein better information and farming practices will significantly increase resilience to climate change. To do this, the project will develop the country’s capacity to get and use the information it needs to cope with the impacts of climate change on agriculture and water management by putting in place state-of-the art technology (Component 1); building farmers resilience to climate change through skills, knowledge and technology (Component 2), and creating a wider enabling environment for continuous adaptation and expanded sustainable uptake of climate-resilient approaches (Component 3).

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, the direct supervision of Assistant FAO Representative (Program), Chief Technical Advisor (CTA), Project Director, and in close coordination with the Provincial Project Directors and International Technical Advisors in, the Provincial Coordinators will undertake the following activities;

Technical Focus

The FAO Provincial Coordinator will be responsible for day to day management of “Transforming Indus Basin with Climate Resilient Agriculture and Water Management” project activities in their respective province and he / she will lead, along with International Technical Advisors (on water management and agriculture production), the provincial team. Provincial Coordinator will assist the International Technical Advisors to ensure smooth implementation of the project.

Tasks and responsibilities

  • Supervise the work of staff in the Districts in terms of work planning, implementation, logistics, HR, attendance and other project implementation related tasks;
  • Lead the facilitators and other field based staff in collecting data, carrying out surveys and preparing background information on Climate Smart Agriculture and Water Management;
  • Assist the Technical Advisors in identification of market, agribusiness and agriculture production, improved water management opportunities and impediments;
  • Prepare district work plans based on project activities as provided in the Funding Agreement for Punjab and Sindh provinces and in line with the project overall workplan;
  • Facilitate farmer (groups), and other stakeholders in successfully implementing Climate Change Resilient strategies, that compliment efficient water management and climate smart agriculture, in close collaboration with the FAO Resilience and Water teams & Government staff and supervise the facilitation and implementation of activities at field;
  • Work closely with the project partners and stakeholders to develop effective Climate Smart Agriculture and Water Management plans that are likely to result into positive productivity growth and resilience to extreme climate events;
  • Coordinate field activities with the team of Technical Specialist and Technical Experts for smooth implementation of project activities;
  • Provide appropriate field guidance and local knowledge support to Project Management Unit and other consultants;
  • Perform any other duties assigned by CTA and ITA within their area of technical competence;
  • Submit periodic reports as required by Project Management.


Minimum Requirements

  • Advanced University degree in Agriculture, Agronomy, Business Administration or relevant field.
  • Minimum 5 years’ experience within agricultural, livestock or horticultural sector, especially managing projects, with the International Agencies or Private Sector.
  • Working knowledge (Level C) of English. Good knowledge of Urdu, Punjabi and Sindhi;
  • National of Pakistan
