Based in Castries, the Public Finance Officer will deliver technical assistance to the Government of Saint Lucia in assessing and validating a climate public expenditure institutional review, developing institutional arrangements for a Climate Finance Unit, and providing capacity building to Saint Lucia government officials to understand and access climate finance. The Public Finance officer should have experience in policy analysis and public financial management, ideally within Saint Lucia. 

Purpose: 

The Officer will act as the team’s public finance expert, enabling and supporting the understanding of climate public expenditures, and policy analysis. The Officer will contribute his/her knowledge of public finance processes, instruments and policies to support the successful delivery of a broad set of interventions, including:  

  • Delivery of Capacity Building on climate public expenditures 
  • Data collection, review and analysis of climate public expenditures 
  • Development of Climate Expenditure Institutional Review Report 
  • Delivery of validation and consultation workshops 
  • Identifying and rolling out recommendations from Climate Expenditure Review 
  • Targeted support to Department of Finance to assess options for and guide the integration of Saint  Lucia’s  Climate  Finance  Tracking  System  
  • Provide day to day capacity building and knowledge sharing support to the climate finance unit 
  • Contribute to concept notes and funding proposals for international climate funds, including the Green Climate Fund, Adaptation Fund and Global Environment Facility; 

Engagement: 

  • Support public finance engagement with the Government of Saint Lucia 
  • Build and maintain strong relationships with the Ministry of Finance, local financial institutions, national development banks, international financial institutions and international climate funds; 
  • Engage with financial regulators to influence finance policy development and decision making; 
  • Organize and deliver consultation and validation workshops to validate products and activities;  
  • Participate to GGGI-wide events to create awareness about GGGI Caribbean Program and activities; 
  • Represent GGGI Caribbean Program in national, regional and international events; 
  • Support the conceptualization and formalization of the Saint Lucia Climate Finance Unit 

Delivery:

  • Support the development of the Climate Expenditure Review and the implementation of the Climate Finance Unit in collaboration with key ministries and national stakeholders  
  • Support the development of concept notes and funding proposals for the Green Climate Fund, Global Environment Facility and Adaptation Fund; 
  • Deliver capacity building to local financial institutions for the development of climate public expenditure review and related  
  • In collaboration with the Communications Assistant, prepare awareness raising material and presentation on climate finance, and disseminating these among key government stakeholders via bilateral virtual meetings;  

Requirements Qualifications: 

  • Bachelor’s degree in Finance, Economics or other related fields;  
  • At least 5 years of professional experience in the public finance sector in Saint Lucia or in the Eastern Caribbean, preferably at the Ministry of Finance, Eastern Caribbean Central Bank or a related institution; 
  • Professional or academic experience in sustainable finance is an asset; 
  • Verbal and written fluency in English; 
  • Must have the right to work in Saint Lucia
