Project Overview and Role:

Palladium is recruiting for a Public Financial Management (PFM) Advisor for an upcoming 4-year DFID-funded which will act as a Technical Assistance (TA) facility to support the Lebanese Government in implementing economic reforms related to electricity, roads, water, waste management, Public Private Partnerships (PPPs), Public Financial Management (PFM), investment climate and macro-fiscal reforms.

The PFM Advisor will work to assess existing public financial management processes and use evidence-based decision making to help increase budgets; provide technical assistance at national and subnational levels to strengthen capacity for budget preparation, management and execution; and facilitate dialogue with the Ministry of Finance and other agencies; and work with the private sector on innovative financing schemes.


  • Advanced degree in public administration, public health administration, business or related financial management;
  • Extensive experience in public financial management on donor funded projects with significant experience in the infrastructure sector, especially in Lebanon or similar environment;
  • Demonstrated experience in providing technical assistance, capacity building, mentorship, change management, and training in PFM systems and processes;
  • Previous experience supporting government revenue generation and expenditure systems in the context of infrastructure funding and allocation;
  • A technical fluency in both English and Arabic is a must-have
