Location: Freetown

Duration: 12 months

Reports to: WASH Coordinator

General description of GOAL’s Programme:**

GOAL has been operational in Sierra Leone (SL) since 2000 with
programmes implemented in Freetown Western Area, Kenema, Bo, Bonthe,
Bombali, Port Loko and Kambia Districts. The GOAL Sierra Leone (SL)
programme contributes to poverty and vulnerability reduction through the
implementation of multi-sectorial, integrated programmes. The SL
programmes specifically focus on systems strengthening and
community-level behaviour change programming, targeting improved
maternal & child health through nutrition and hygiene, sanitation
and water activities as well as child protection and empowerment
interventions.

GOAL’s WASH Programme

Sierra Leone has one of the highest under-five child mortality rates
in the world exacerbated by poor water and sanitation services.
Freetown, the capital, has a population of about 1.2 million people; a
number that has doubled over the past 20 years. Over 60% live in
extremely densely populated unplanned urban areas, often near the sea,
with limited access to WASH services. They are exposed to health risks
associated with inadequately managed waste that flows throughout the
city. Over 90% are served by on-site shared household sanitation
facilities.

It is estimated that at least 100,000 m3 of raw faecal sludge is
produced in Freetown each year and that only 10% of this is relatively
safely disposed of, with the remainder discharged without treatment
within and around Freetown. The public health and environmental
implications are enormous.

In Freetown, GOAL has been operational in the WASH sector since 2008,
with a strategic focus on Faecal Sludge Management (FSM). The current
programme, funded by The Bill & Melinda Gates Foundation, is
researching and innovating to test sustainable models for the safe
collection, transport and disposal of faecal sludge in Freetown. The
programme, implemented collaboratively with WSUP, uses a public-private
sector approach to stimulate private sector provision of FSM services,
create demand for those services and stimulates Freetown City Council to
regulate the sector; in order to decrease the amount of untreated FS
being released uncontrolled into residential areas of Freetown.

Overall purpose of the role:

To lead, drive and manage all aspects of GOAL’s innovative public-private sector approach to improving FSM in Freetown.

Responsibilities:

GOAL seeks an enthusiastic person with a keen interest in
public-private partnerships and excellent coordination, networking and
adaptive management skills to implement a portfolio of initiatives to
stimulate sustainable access to FSM services in Freetown.

Key areas of responsibility include:

Technical:

  • Lead the strategy to stimulate public sector actors to improve
    regulation of service providers and enforcement of standards for FSM in
    Freetown
  • Identify FSM private sector players with the capacity to provide FSM
    services and stimulate an expansion of their business model.
  • Identify and support access to business development services with a particular focus on finance and marketing.
  • Identification of investors and linkages to private sector FSM service providers.
  • Implement a strategy to increase demand for FSM services in Freetown.
  • Share learning and technical support with other FSM programmes as appropriate
  • Coordinating focal point with consultants including WSUP who are supporting key elements of the project

Project Management and Reporting:

  • Supervision of all internal, external communications and reporting
    to GOAL and partners, in coordination with the Urban WASH Advisor.
  • Ensuring high-quality, well-written and timely reports meeting donor and GOAL requirements.
  • Ensure project achieves objectives as set in agreed work plan.
  • Ensure all finance and logistical processes adhere to GOAL’s
    operating protocols and guidelines and lead on communication with GOAL
    support departments to ensure timely delivery of project activities.
  • Ensure all finance and logistics processes are planned adequately
    with the relevant departments in GOAL, providing sufficient lead times
    while ensuring that spending is in line with approved budget
  • Directly supervise all GOAL staff in the FSM Project and carry out
    recruitment, supervision, performance evaluation and capacity
    development of these positions.
  • Supervise external consultants and contractors as required to ensure deliverables are completed as per agreements.
  • Work with the Urban WASH Advisor, M&E Advisor and WASH
    Coordinator, and other relevant Technical Coordinators to ensure ongoing
    monitoring of progress and accurate data collection, management,
    storing and reporting by partner project staff.
  • The employee must read, understand and implement, according to the
    area of responsibility, GOAL’s policies and procedures on mainstreaming
    of Gender, HIV/AIDS and Child Protection.

Requirements

Essential:

  • Business related degree
  • Experience in public sector institutional reform and/or work with the private sector
  • At least three years’ project management experience
  • Significant experience managing a team to produce results
  • Excellent report writing skills & communication skills, good written and spoken English
  • Excellent interpersonal skills and ability to network
  • Flexible, adaptive approach to programme management

Desirable:

  • Understanding of the Freetown context
  • Postgraduate qualification related to WASH, public health or institutional reform
  • Experience in FSM / liquid waste management or other utilities management
  • Experience in private sector engagement, specifically business development services
  • Experience in designing and implementing social marketing / behaviour change activities
  • Experience in supervising and coordinating external consultants
