Project Overview and Role
The Pacific Labour Scheme and the Seasonal Worker Programme are two employment programs sponsored by the Australian government, which allow citizens of Pacific Countries to take up low and semi-skilled work opportunities with Australian employers in certain locations and industries.
The Pacific Labour Facility (PLF) facilitates the connection of Australian employers with Pacific workers for both these programs. The facility also provides continuous support to Pacific workers who are taking part in the programs. The PLF will act as trusted intermediary in connecting Australian employers with Pacific workers and in its partnerships with Pacific countries, the private sector and other stakeholders. The PLF is managed by Palladium on behalf of the Department of Foreign Affairs &Trade (DFAT).
The Quality, Learning and Performance (QLP) Coordinator will support the Ministry/Department to build capacity of the Local Sending Unit (LSU) to enable the LSU to collect and use their own data and implement the QLP Monitoring and Evaluation framework. They will coordinate with research partners and promote Gender Equality, Diversity and Social Inclusion (GEDSI) objectives. The QLP Coordinator will work closely with the Pacific Labour Scheme (PLS) Labour Mobility Engagement Manager (LMEM) and head of the Local Sending Unit to provide relevant support to the Unit on PLS monitoring and reporting processes and practices.
Under the direction of the Monitoring and Evaluation Manager, the QLP Coordinator will support the work of the Quality, Learning and Performance (QLP) Unit within the PLF and the Local Sending Unit (LSU) in the Ministry as part of the Pacific Labour Scheme (PLS). They will:
- Identify information/data gaps in LSU data collection and work with the LSU and other stakeholders to develop strategies to address gaps
- Develop an information plan that identifies what information will be collected, timeframes, capacity and resourcing required
- Design appropriate data collection methods
- Collect data, including identifying training and support needs and providing training as required
- Store and improve the uptake of LSU's own data. This may include working with the LSU to improve the usage of their in-country databases
- Facilitate QLP data collection amongst LSU and beyond, as well as inform QLP on in-country information gaps, needs and use
- Identify key M&E/research/GEDSI opportunities in-country, especially where these meet a critical information need
- Assist in-country QLP-led activities, including GEDSI analyses; M&E activities; research (both internal and external)
- Share with QLP/PLF key documents and information that are being generated in-country or by other donors
- Disseminate and promote the uptake of PLF M&E and research amongst LSU in their planning and management.
- Tertiary Qualifications in Social Sciences; Management; Business/Commerce and/or other relevant disciplines
- Experience in qualitative and/or quantitative research and data analysis
- Experience in managing and implementing projects
- Demonstrated understanding of GEDSI processes, principles and practices
- Experience working with, and fostering relationships with, a range of stakeholders including government, civil society organisations (CSOs), academic institutions, private sector and development partners
- Excellent written and verbal communication skills for high-level external engagement
- Experience in facilitating workshops, training activities and coaching/mentoring of others
- Skills in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook
- Familiarity with Management Information Systems related to data collection and reporting
- Fluency in English and Tongan
- Understanding of Pacific Labour Mobility programs.
