Job Description

Background Information - Job-specific

In 2016, Sri Lanka was declared eligible to receive a Millennium Challenge Compact, a large-scale five-year grant program ($480 Mn.) MCC is developing the compact in partnership with the Government of Sri Lanka to promote inclusive economic growth, reduce poverty and increase economic opportunities for the people of Sri Lanka. The compact will be funded completely through grants by MCC and the focus areas will be Transportation and Land Reform.

Based on an analysis of Sri Lanka’s economy and the constraints that are holding back private investment and growth, MCC expects to invest in projects proposed by the Government of Sri Lanka in the transport and land sectors.

Transport: Improve road networks and the bus system in the Colombo Metropolitan Region, and improve road connectivity between the central region and ports and markets in the Western Province. It would also upgrade more than 300 kilometers of urban and interprovincial roads.

Land: Improve land administration, and strengthen land rights and tenure security.

UNOPS would have a significant value add in terms of its experience in procurement, recruitment and fiduciary advisory services, not for profit nature, transparency and accountability and local presence and is desirous of being considered by the MCC for this purpose. While the proposed MCC Sri Lanka Compact is in the final stage of development, MCC requires a Recruitment Manager/Team Leader to support the Millennium Challenge Account (MCA - an accountable entity responsible for compact implementation, overseen by MCC when a compact is awarded)

Functional Responsibilities

This position is prospective in nature. Candidates will be assessed and selected through UNOPS formal selection process. However, contract offer is contingent upon successful outcome of UNOPS’ bid submission on the project.

  • Program and project Management with various talent management initiatives to include competencies, talent assessments, succession management, performance management, development planning, workforce analytics, learning management and primarily recruitment and recruitment processes and programs.
  • Develop, implement and evaluate recruitment programs for all levels. Source talent at all levels of the organization; conduct phone screen, submit candidates, assist management in hiring process, etc.
  • Propose and implement ongoing improvements of recruitment efforts by applying a wide range of experience on current external recruiting policies, practices and trends.
  • Full life cycle recruitment; manage open requisition process and maintain open position reports; Identify, evaluate and ensure that recruitment costs are within budget; research and recommend alternative solutions for recruitment issues; job posting and internet recruitment management.
  • Work with leadership and management to implement consistent processes and tools that support quality recruiting while ensuring compliance with company policies and requirements for federal, state and local regulations.
  • Measure the effectiveness of recruitment programs as well as talent management programs
  • Work with Human Resources/Recruitment team to ensure talent acquisition programs and practices are aligned with onboarding process.

Monitoring and Progress Controls

The effective and successful achievement of results by the Recruitment Manager/Team Leader directly affects the capacities and performance of the HR teams in their management, and implementation of Human Resources service lines and initiatives for the given geography. These affect client satisfaction as well as the readiness and capabilities of the human capital, to effectively develop and implement the programmes and projects of UNOPS. This promotes the credibility of the organization as an effective service provider in project services and management.

Education/Experience/Language requirements


  • Master's degree or equivalent accreditation, in management, business or relevant area
  • Bachelor’s degree with additional years of relevant experience may be considered in lieu.
  • Formal training in human resource management

Work Experience

  • A minimum of 5 - 7 years of experience in human resource management in a private or public entity with proven experience working with large, complex international programs.
  • Demonstrated experience in competitive recruitment management assignments for a complex, multinational organization in South Asia.
  • Proven strong teamwork skills and ability to deliver results within specified time-frames.
  • Experience of similar MCA Compact or World Bank project is desirable.

Language: Speaking, writing, and reading fluency in English is required. Strong oral and written communication skills in English.
