Job Description

Background

Leveraging the current ‘youth bulge’ in Pakistan, where almost 27% of the population is considered as youth between15 and 29yrs of age, is certainly one of the more formidable and complex challenges facing the country right now. Understanding the needs, challenges, opportunities, and the aspirations of Pakistani youth is essential if Pakistan is to succeed in its efforts to promote a sustainable and inclusive development process to achieve the Sustainable Development Goals as outlined in the Government of Pakistan’s Vision 2025 Roadmap. In line with the youth centric development initiated by the Government of Pakistan in recent years (the provincial youth policies, the Prime Minister Youth Programme, and the general inclusion of youth in the political process) all point to the active role of young people in the future development trajectory of Pakistan.

As part of our engagements in more 170 countries, UNDP partners with young people, youth organizations and actors from civil society and private sector to governments, and members of the UN family to promote youth-focused and youth-led development. With the 2030 Agenda as a guiding thread, we work to advance young people’s participation in civic and political life, their economic empowerment and their role as resilience-builders. In Pakistan, UNDP has been at the forefront of promoting youth-focused development programming. As part of the UNDP National Human Development Report, UNDP led Nation-wide consultations with youth and key stakeholders to determine the challenges youth are facing in the areas of engagement, education and employment and consequently designed a set of policy recommendations to address these challenges. As a result of this extensive consultation and analysis, we have devised the Youth Empowerment Programme, Kamyab Jawan (successful youth) a framework programme which seeks to support the Government of Pakistan with the implementation of the key recommendations of the Human Development Report.

The Youth Empowerment Programme under the Crisis Prevention and Recovery Unit is specifically seeking to promote civic and social engagement of youth for effective and inclusive policy-making and implementation, support specific target groups of youth in public and religious educational establishments to acquire the critical life skills necessary to succeed in an inclusive society and lastly to promote economic empowerment of youth through employment and entrepreneurship.

Regarding the economic empowerment of youth, UNDP aims to address key challenges faced by youth across the developing world including structural barriers faced by youth in the labour markets, capacity issues to productively participate in the economy, lack of access to finance to start own enterprises, exclusion from productive value chains of private businesses, and inequalities in the labour markets.

Under the overall guidance of National Chief Technical Advisor and Programme Specialist, the Communication and Reporting Officer will work in close collaboration with the operations, programme, communications and project staff and will be responsible for consolidating communications efforts of the Youth Empowerment Programme, providing day-to-day technical assistance to UNDP Youth Empowerment component leads, civil society and government partners in communications and outreach, documenting and reporting on project activities, experience and lessons learned in national and international media. The Communications and Reporting Officer will work closely with programme and project staff and will play a pivotal role in ensuring that the implementation progress of the project is well documented and reported in a results-based manner in compliance with UNDP policy and procedure and any additional requirements set by development partners.

Duties and Responsibilities

Summary of Key Functions:

  • Contributes to the design, planning and leads the implementation of internal and external strategies for communications and outreach, including design and implementation of the Projects Strategic Communications, Outreach and Visibility Strategy
  • Facilitate quality reporting on project progress and results through effective communications and products, and facilitation of knowledge building and management

Contributes to the design, planning and leads the implementation of internal and external strategies for communications and outreach, including design and implementation of the Projects Strategic Communications, Outreach and Visibility Strategy

  • Conduct of communications needs assessments for the project;
  • Review the current Strategic Communications strategy for the project and devise an implementation plan
  • Development/production of communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials
  • Ensures fulfillment of UNDP and donor communications and visibility requirements in all print and electronic products of the project;
  • Facilitate preparation and clearance of all electronic and print products (press releases, event programmes, knowledge products, etc.) of the project for events at national, provincial and review local levels including those conducted by partners
  • Liaise with print and electronic media, maintain a professional network with journalists and media experts and organizations for communicating project related information;
  • Ensure coordination with UNDP CO communication teams as well as UNDP Regional and International Youth programme communication teams
  • Prepares Quarterly Newsletters/Dashboards, Project Annual Report and maintains project presence in social media and corporate networks, through preparation and regular review and updating of content;
  • Prepare daily update of related news for internal consumption
  • Identify relevant upcoming events/conferences related to the project domain
  • Preparation of articles and blogs to document the lessons learned of project interventions

Facilitate quality reporting on project progress and results through effective communications and products, and facilitation of knowledge building and management

  • Work closely with the Monitoring and Evaluation Officer to obtain evidence-based information about the project progress and to express that progress in a user-friendly format for project stakeholders to digest
  • Ensure that communications products across all partners uniformly adhere to communications and reporting requirements of the project;
  • Deliver communications and reporting trainings to staff and project partners
  • In coordination with the M&E Officer ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner.
  • Ensure that the reporting processes are systematized, consistent with the results framework and quality checks done;
  • Assist in developing and maintaining information systems that will ensure maximum transparency to beneficiary clients, communities, Government and donors, concerning the implementation of the project, its status and development of the community;
  • Extraction of data from various sources & maintenance of information database and photo library;
  • Research and retrieval of statistical data from internal and external sources;
  • Review of translations, contacts with printers and other suppliers to ensure timely production;
  • Undertake field visits as appropriate, to document implementation of project activities with the ‘communications lens’ to ensure visibility and sharing of best practices, preparing case studies and success stories;
  • Develop clear and concise reports and power-point presentations for various meetings, workshops, conferences, including the Project Board meeting and donor briefings;
  • Preparation, production and dissemination of both routine and complex outreach products (project briefs, news releases, articles, power-point presentations, brochures, Q & As, websites, talking points, etc.,) that promote the strategic and timely flow of information and key messages about the project products and results for internal and external users;
  • Suggest ways to improve presentation of information in visually appealing and innovative manners and tools (charts, graphs, infographic, etc.)
  • Contributions to knowledge networks and communities of practice including corporate communications repositories

Impact of Results

The key results have an impact on the success of the project. In particular, the key results have an impact on communication of project progress and lessons learned to broad range of stakeholders, reporting and creation of strategic partnerships.

Required Skills and Experience

Education: University degree in Communications, Journalism, Development Studies, Social Sciences or a closely related field

Experience:

  • At least 1 years of related experience in media and communications
  • Experience with UN system/international organizations is required;
  • Professional experience in national and/or international media outlets is an asset;

Language Requirements: Demonstrated proficiency in oral and written English and Urdu. Knowledge of other local languages is an asset
