DRC Burundi is looking for a MEAL Officer experienced in monitoring and evaluation for the areas of resilience and protection who will be responsible for the day-to-day implementation of MEAL activities. 

Responsibilities:

Under the direct supervision of the Area Manager, the Monitoring, Evaluation, Accountability, Learning and Reporting Officer. (MEAL and Report Officer), will be responsible for: 

  • Set up a monitoring and evaluation system and tools in collaboration with program colleagues
  • Set up and/or adapt the collection methodology according to the indicators, the project context and the available resources
  • Facilitate understanding and use of the tools by the teams involved in data collection, responsible for setting up and monitoring the database (data-clean-up, reporting). 
  • Assist in the development and implementation of a monitoring and evaluation strategy that fits with the reality on the ground, 
  • Accompany the program teams in the qualitative follow-up of the training of beneficiaries at all levels and ensure the quality of the restitution of the training of local agents,

Systematic follow-up:

  • Define priorities in consultation with the Team Leaders, 
  • Monitor the progress and evolution of the project in a continuous manner and provide possible solutions for improving future programming,
  • Visit the project sites regularly, and organize work sessions for groups of beneficiaries to find out their trends on the evolution of each component of the program and collect their suggestions for improving activities, • Support team members 
  • to better understand the indicators and plans of the program, 
  • Keep the Monitoring and Evaluation Plan up to date to help decision-making and follow up on the recommendations of field missions, 
  • Collect and validate statistical reports provided by the team.

Program learning:

  • Participate in studies and surveys conducted during project implementation, 
  • Contribute to project formative research, 
  • Advise project teams on how to collect qualitative and quantitative data to improve interventions with of our beneficiaries, 
  • Return monitoring and evaluation information in the form of a periodic report each month to the field teams to give everyone an idea of ​​the progress of the program towards the achievement of the result, • Capitalize on good practices
  • and lessons learned at the program level. 

Quality control:

  • Know and ensure compliance with the procedures established by DRC are in the implementation of each component of the program, 
  • Ensure that the assistance given to the beneficiaries is in accordance with what is planned, 
  • In collaboration with the teams program, ensure the calendar and the deadlines related to the execution of the activities on the ground to the collection and the communication of the data. 
  • Continuously measure the progress of each activity (what is planned, what has already been done, what remains to be done and what is re-estimated) by highlighting and explaining the gaps, deviations and trends, 
  • ensure the quality of the qualitative and quantitative data of the data
  • Monitoring of relations with DRC's external partners.

Coordination and reporting:

  • Coordinate the work plan, its activities and its approach with the program teams, and help in the search for solutions to the problems that arise, 
  • Receive, centralize and integrate all the information necessary for the development of the various reports and specifically the weekly, monthly and Final report,
  • Help field teams prepare the structure of their monthly activity reports by responding to indicators and results, 
  • Participate in the preparation of periodic program reports, 
  • Participate in the entry and analysis of the surveys carried out in the activity sites and give the situation in the form of summary tables or graphics with the interpretations, • Work 
  • in collaboration with other programs, 
  • Communicate continuously with all members of the program teams in particular and DRC staff in general,
  • Communicate with DRC partners for follow-up reports, 
  • Perform all other tasks assigned by DRC and according to the evolution of needs and program strategy.

Qualifications And Skills:

  • Professional experience of at least 3 years within an NGO in a similar function,
  • Excellent capacity for analysis, meticulous and rigorous work, and excellent time management and respect for deadlines,
  • Excellent mastery IT tools and software/smartphone application for data collection (example: Kobo Kollect, ODK, etc.)
  • Professional experience of at least 1 year in the use of software/smartphone application for data collection and mapping ( examples: Kobo Collect, etc.)
  • Experience in the use of data processing software on the one hand and EXCEL and SPSS data analysis on the other hand,
  • Experience of at least 1 year in the field in basic living conditions,
  • Very good ability to work in a team and independently in a multicultural and multisectoral environment,
  • Very good sense of diplomacy, respect for confidentiality and discretion at work,
  • Good ability to live and work in a volatile security environment; willingness to travel to the field in support of intervention teams at very regular frequencies and in very volatile contexts,
  • Good ability to manage frustrations and communicate,
  •  Understanding and sensitivity to essential humanitarian values ​​and DRC's mandate .
