Job Description

Background

In 2017, the Government of Sri Lanka renewed the commitment made in 2015, to implement a comprehensive transitional justice strategy, reflected on Human Rights Council resolution 30/1 (co-sponsored by Sri Lanka). In accordance, Sri Lanka’s Peacebuilding Priority Plan (PPP) was developed in close collaboration with the Government, civil society and development partners with the purpose of embedding sustainable peace. The PPP is also aligned with the global 2030 Agenda for Sustainable Development; specifically, with SDG 16: “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under the overall guidance of the PPP, UN continues to extend support to the Government of Sri Lanka with innovative programming, operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UN also works in collaboration with government stakeholders to build capacity by providing integrated and high-quality technical support services.

It is in this context, UNDP (on behalf of UN) seeks to recruit a Research and Coordination Assistant to provide technical assistance to the Ministry of Foreign Affairs to strengthen its research and coordination efforts around the commitments made by the Government of Sri Lanka to further protect and promote human rights in Sri Lanka.

SCOPE AND OBJECTIVES

Under the direct guidance and supervision of the UN Division of the Ministry of Foreign Affairs, the consultant is expected to work daily in assisting coordination and research functions of the Ministry of Foreign Affairs. In addition, the consultant will report to the Peacebuilding Secretariat of the UN Resident Coordinators Office on updates on progress of assignment and performance goals.

Duties and Responsibilities

RESPONSIBILITIES / DELIVERABLES

  • Support the coordination of activities within the Division/Ministry, with priority focus on furthering the Government’s commitments to promote and protect human rights and reconciliation activities;
  • Support effective coordination with the UN Peacebuilding Fund;
  • Support the Ministry with work on legal reforms and human rights;
  • Efficient coordination of relevant activities within the Ministry of Foreign Affairs, and with its partner institutions (Government, non-government, Human Rights Commission of Sri Lanka) and external partners to ensure effective documentation of meeting/discussion records;
  • Provide research and analytical support to the Division/ Ministry on identified priorities relating to peacebuilding, human rights, legal and development issues in Sri Lanka;
  • Facilitate inter-agency coordination to support implementation of the National Human Rights Action Plan;
  • Assist the timely preparation of high-quality briefing papers and reports required by the Ministry for the Universal Periodic Review, and mandatory Treaty Reporting for ICCPR, ICESCR, CEDAW, ICED, CRPD, CERD, CRC and CAT;
  • Assist the (Government) Delegations to Treaty Bodies;
  • High quality preparation of documentation (including correspondence) required by the Ministry;
  • Undertake any other priority tasks assigned by the UN Division.

Competencies

Experience and competencies:

  • Minimum three (03) years previous relevant work experience i.e.in the peacebuilding, human rights, humanitarian, or development sector;
  • Familiarity in working with Sri Lanka Public Sector;
  • Knowledge of Peacebuilding or related conflict sensitive approaches;
  • Knowledge and experience with UN and donors;
  • Good research and writing skills;
  • Knowledge in data collection and analysis.
  • Attention to detail, and strong planning and organisational skills;
  • Demonstrated experience coordinating high-level meetings and events;
  • Ability to deliver high quality products in a timely manner within tight deadlines;
  • Excellent written language skills in English;
  • Working knowledge of Sinhala/ Tamil is an advantage.

Required Skills and Experience

Education: Bachelor’s degree in Development Studies, Law, International Relations, Economics, Peace and Conflict Studies, Social Sciences, or any other related field.
