Project Overview and Role


The Governments of Australia and Indonesia are partnering through INOVASI, an education program which aims to find out how to improve literacy and numeracy for Indonesias students. Funded by the Australian Government in partnership with the Indonesian Ministry of Education and Culture (MoEC), INOVASI is a sub-national education program with a budget of AUD 49 million, which started in January 2016 and will run until 2019. It focuses on understanding and tackling learning challenges, particularly those related to literacy and numeracy skills, at the heart of the education system - in the classroom and the school (including madrasah). Nusa Tenggara Barat (NTB) is INOVASIs first partner province that began implementation in early 2017. Three more partner provinces have been selected (NTT - Sumba Island, East Java and North Kalimantan) and will begin implementation in mid-2017.

INOVASI will use a new approach to focus on what works in classrooms and schools. It will work with teachers, principals and local officials to identify what problems need to be solved to help students learn better and find out the best way to solve these problems by jointly piloting either

  • Local solutions or
  • Practices successfully trialled elsewhere which are adapted to the local context. INOVASI will evaluate these pilots to see which are successful in improving student literacy and numeracy. The pilot activities will focus on student learning and classroom teaching. The three areas of focus are:
  • Strengthening the quality of teaching and learning in the classroom;
  • Improving the support provided to teachers so they can teach better; and
  • Enabling all children in the classroom, particularly girls and children with disabilities, to reach their potential in learning.

Purpose of the Position: INOVASI seeks Research Assistant - Quantitative to contribute to the work of its Monitoring, Research, Innovation and Learning team in testing what interventions work to improve student learning outcomes in Indonesia, what does not work, and under which circumstances. The work will involve long-term pilot research and short-term quick turnaround analytical pieces as needed. The Research Assistant (Short Term Advisor) may be called upon to provide services as required by the program on a regular or ad-hoc basis.


  • Duties: Under the direction of the MERL Manager, Research Officer and in close collaboration with Third Party Support institutions, the Research Assistant - Quantitative will:
  • Support the MERL Manager and Research Officer in responding to rapid turnaround data analysis tasks, in particular for quantitative data.
  • Contribute to collating, curating, and maintaining a database of national, provincial, district and school level secondary data, and other related administrative and secondary data, including report writing.
  • Support the development of M&E indicators, instrument of survey, assessment and observations, including those used for assessing student learning, classroom teaching, teacher competency, and capturing innovation.
  • Support MERL-related activities at provincial/district level .
  • All other research-MEL related duties as instructed by the MERL Manager and Research Officer.



  • Bachelor's degree in Statistics, Economics, Psychology, Education Research or other relevant social science, with at least one year of work experience.
  • A strong conceptual grasp of how to design rigorous research.
  • Has strong skills and knowledge in applied research and data analysis.
  • Good knowledge and ability to use statistics software, especially Stata.
  • High work ethics, includes deliver reports on time and manage data confidentiality.
  • Adaptable and able to perform in fast paced, high pressure and often ambiguous situations.
  • Ability to express opinions well in Bahasa Indonesia and English.
  • Ability to travel in short notice.
  • Experience working in an international environment/research setting is preferred.
  • Experience in education sector research is preferred.
  • Experience in writing research reports in English is preferred.
  • Well-organized, detail-oriented, able to prioritize and manage multiple tasks simultaneously with minimal supervision.
