Job Description

Background

Since August 25, 2017, an estimated 722,000 refugees have fled violence and human rights abuses in Myanmar, seeking shelter in Bangladesh’s Cox’s Bazar District. The rapid influx of refugees into districts which already face significant levels of poverty and environmental fragility has put immense strain on infrastructure, the local economy, and contributed to a rise in tensions in the region.

Many Bangladeshi host communities remain nearly as poor and open to exploitation as the refugees themselves. The scale and visibility of the international response (though still insufficient) has led to widespread perceptions of unfair or preferential treatment for Rohingya refugees. The prospect of inter-communal tensions, recently between Rohingya themselves, or along the complex religious and ethnic lines which further divide both groups, could have catastrophic implications, including for women and children caught in the middle.
The United Nations Development Program (UNDP) is now looking to hire a Research Assistant who can help UNDP to research and better understand avenues for promoting stability, inclusivity and tolerance in Bangladesh’s Cox’s Bazar District, following the Rohingya influx. This individual would provide substantive and administrative support to UNDP’s research and data components in Cox’s Bazar District.

This would form a part of UNDP’s broader “Partnerships for a Tolerant, Inclusive Bangladesh” (PTIB) project, which promotes diverse and constructive narratives already present in the country in support of tolerance. UNDP will support a better understanding of the challenges peaceful narratives face, and help Bangladeshis in Cox’s Bazar reaffirm a long cultural tradition of harmonious coexistence. UNDP partners with research groups, universities, government agencies and international donors to maximize the capacity and appeal of local organizations supportive of peaceful development.

The Research Assistant will report to the Research Manager, and the PTIB Project Manager in Dhaka, and will coordinate with the Technical Specialist: Research and Survey Analysis, the RCO Peace & Development Advisor, and the Portfolio Manager of the Governance Cluster as required.

Duties and Responsibilities

The Research Assistant will report to the Research Manager, and the PTIB Project Manager in Dhaka, and will coordinate with the Technical Specialist: Research and Survey Analysis, the RCO Peace & Development Advisor, and the Portfolio Manager of the Governance Cluster as required.

Summary of key functions;

  • Assist Research Activities for the PTIB project in Cox’s Bazar;
  • Regularly monitor trends in Cox’s Bazar District and contribute to bi-monthly updates;
  • Assist in drafting in-depth analyses and related workshop materials, presentations, etc. on potential trends in the region;
  • Provide additional administrative support to the project team as required.

Assist Research Activities for the PTIB project in Cox’s Bazar:

  • Provides technical and administrative support to the Cox’s Bazar research component of the broader PTIB project;
  • Assists activity planning, budgeting, project implementation, strategic partnerships and monitoring and evaluation, ensuring that results are delivered in accordance with work plans, and within budgetary limits and rules and regulations;
  • Helps coordinate internal and external research networks involving prominent experts in government, think tanks, private companies, international development organizations and the UN system, particularly the Rohingya Crisis Inter-Sectoral Coordination Group (ISCG);
  • Responsible for processing contracts, LOAs, and other administrative and logistic requirements as relate to Cox’s Bazar research activities, and other outcomes as required by the project;

Regularly monitor trends in Cox’s Bazar District and contribute to bi-monthly updates;

  • Produce inputs and drafts of bi-monthly updates, as required;
  • Regularly monitor developments on the ground in Cox’s Bazar, and provide informal insight and updates to UNDP colleagues and to key partners;
  • Speak with local people, government representatives, and NGOs on the ground in Bangla, to provide additional insight into recent trends, for use in bi-monthly reports;
  • Coordinate with the International Technical Specialist and Cox’s Bazar Research Manager to compile this information into a brief overview of recent trends and present it in a series of briefing notes (bi-monthly) which summarize relevant developments and factors relating to peace and tolerance in areas affected by the Rohingya crisis;
  • Produce 6 bi-monthly updates in the first 12 months, and contribute to others if extended beyond the initial period;
  • Bi-monthly reports should be up to 10 pages in length; A brief powerpoint presentation for each update should also be produced, with support from the International Technical Specialist, for use in briefing partners;
  • Liaise and communicate with key stakeholders, including the ISCG and other UN Agencies, to brief them on developments as required;
  • Provide analysis and regularly rank and assess the comparative importance of certain drivers by their respective probability and severity of impact;

Assist in drafting in-depth analyses and related workshop materials, presentations, etc.) on potential trends in the region;

  • Responsible for assisting the International Technical Specialist in producing at least one PEA, and to review or substantially contribute to another PEA in partnership with other UNDP staff or a contractor, over the duration of the initial project period;
  • PEAs should be 20-30 pages long, incorporating information from the bi-monthly updates, surveys, and other applicable sources, but are expected to deliver additional insight and analysis not already available; the PEAs are not simply a literature review or presentation of pre-existing information, but must be an informed and comprehensive contribution to advancing the development community’s understanding of a thematic dimension of the Rohingya crisis;
  • Ensure top-quality substantive input to other reports, analyses, knowledge products, concept notes and other strategic documents as required, incorporating national and global trends and best-practices related to social cohesion, peacebuilding and the promotion of tolerance;
  • Support the hiring of sub-contractors to assist in drafting additional PEAs, as required;
  • Facilitate knowledge creation, dissemination, documentation of lessons learned, etc.

Provide additional administrative support to the project team as required.

  • Work closely with the International Technical Specialist and the Research Manager to ensure effective monitoring and evaluation of the PTIB project’s activities;
  • Develop procurement plans, presentations, briefing notes, and be prepared to address key procurement and operations challenges on tight deadlines;
  • Help manage programme and administrative workflows in support of other team members, and the PTIB project more generally;
  • Support the PTIB team to implement and document workshops, consultations and training activities;
  • Support all required systems, tools, reports and indicators required for efficient, effective reporting;
  • Help in tracking and reporting on mobilized resources, including reviewing contributions agreements and managing contributions in Atlas;
  • Provide support to operations colleagues as required;
  • Provide support to the team in monitoring and updating the PTIB Annual Workplan.

Impact of Results

The Project Officer is to provide integral support and boost the efficiency of the Tolerant and Inclusive Bangladesh team and overall project. Accurate analysis and presentation of information for both internal and external audiences will strengthen the capacity of the team and promote UNDP efforts in this new area. The candidate’s initiative will be decisive in achieving high quality results.

Required Skills and Experience

Qualifications:

Bachelor Degree in Social Science / Management / Business Administration;

Experience:

  • Minimum 5 years of relevant professional experience;
  • Experience implementing research projects on governance issues required; experience researching violence or crime an advantage;
  • Experience professionally preparing data in graphs, charts, and other forms of graphic design an advantage;
  • Exceptional writing and oral communication skills in English and Bangla required;
  • Experience with UNDP procurement and operations practices and procedures is highly desirable;
  • Experience using web-based software for statistical analysis of data.

Language Requirements

  • Fluency in written and spoken English; Excellent writing and oral communication skills;
