Job Description


Reporting to the Research Program Leader, the Scientist will make a critical contribution to the CGIAR Research Program on Fish Agri-Food Systems (FISH CRP) by bringing a ‘macro’ perspective and provide a point of collaboration and synthesis to the applied and embedded research conducted in the FISH CRP focal countries within the regions of the Africa, Asia and the Pacific. S/he will act as a co-leader of the Cluster 3 “Fish in regional food systems” in the Small-scale Fisheries research and represent an important point of strategic alignment and collaboration with research within the Sustainable Aquaculture Program/Flagship and the Value Chains and Nutrition Program at WorldFish.

Key Responsibilities

  • Design and lead research focused on the contribution, governance and scenarios of fish in national, regional and global food systems – with a particular emphasis on improving sensitivity to Small-scale Fisheries (SSF) functions and futures.
  • Collaborate with researchers employing foresight and production models (intra-regional, inter-regional and global) to examine scenarios of wild-capture and small-scale fisheries production and consumption with respect to food and nutrition security outcomes.
  • Co-lead the FISH CRP research cluster on Fish in Regional Food Systems including coordination, communication and identification priority research within that cluster.
  • Collaborate with researchers examining micro- to macro- trends in value chains, fish consumption and nutrition to generate novel and applied research insights.
  • Collaborate with, and build capacity of, researchers examining the role of livelihoods, markets and trade in realizing food security and poverty alleviation outcomes.
  • Aid in identifying and prioritizing research advances and scientific outputs to directly support our outcomes targets, and lead small teams to achieve these with disciplined focus.
  • Lead or provide technical input to components of multi-disciplinary projects and provide project leadership, management and administration in medium to large projects.
  • Publish results of research in peer-reviewed scientific journals, policy briefings, and popular media and present research at international conferences.
  • Lead or participate in the preparation of grant proposals through identification of researchable issues and options for consideration, in pursuit of WorldFish's mission and consistent with its research strategy.
  • Mentor and build capacity of partners and junior staff in WorldFish program and focal and scaling countries.


  • A PhD in Economics, Marine Ecology/Fisheries Science OR equivalent experience in a related science field.
  • Multi-disciplinary research experience in relevant field(s) (i.e., food systems, livelihoods, climate change, supply chains in inland and/or coastal small-scale fisheries systems).
  • Strong research design, implementation and reporting skills supported with a good peer-reviewed publications track record, and competency with quantitative research analytical tools, methodologies and analyses.
  • Demonstrated ability to collate, manage, analyze and report on large multi-source data sets.
  • Strong interpersonal skills, and the ability to work in multi-cultural, interdisciplinary teams as well as develop close and effective working relationships with a range of partners.
  • Strong professional network with researchers in relevant research area, and excellent written and verbal communication skills in English.
  • Proven project management and leadership skills, and the ability to provide technical guidance and leadership to teams on scientific matters.
  • Ability and willingness to lead and carry out field work in developing countries with a commitment to research for development outcomes.


This is an International Recruited Staff (IRS) position with annual salary ranging between USD 54,000 – USD 57,000 per annum. WorldFish's IRS shall receive comprehensive benefits including (but not limited to) housing allowance*, relocation and repatriation assistance*, dependent education allowance*, home leave entitlement*, comprehensive insurance coverage for staff and eligible dependents, and pension/provident fund contribution.

The position will be based in Penang, Malaysia. The initial employment contract will be for a 3-year period, with possibility for renewal depending on performance of and the availability of funding.
