Senior Evaluation Specialist/Team Leader, USAID/Burma ALME Mid-Term Performance Evaluation of Private Sector Development (PSD) Activity, Burma

We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

Proposal Objective:

SI is responding to a task order under the USAID/Asia Learning and Monitoring and Evaluation (ALME) contract to conduct a mid-term performance evaluation of the USAID/Burma Private Sector Development Activity (PSDA). The purpose of PSDA is to create more inclusive governance processes and increase access to finance for emerging economic actors in Burma. The estimated period of performance is five months, and the work will take place in Burma.

The mid-term evaluation will assess the results achieved and overall progress made by the activity against its objectives, evaluate the key strategies adopted by the project in scaling up its efforts and provide lessons learned and insights from various components of the project that will help inform USAID/Burma’s future work in the Economic Growth sector.

Position Description:

SI is seeking a Senior Evaluation Specialist/Team Leader who will manage the evaluation team, coordinate all evaluation activities and submit the final evaluation report to USAID/Burma. The estimated period of performance is five months, with work taking place remotely and in Yangon and Nay Pyi Taw.


  • Evaluate the performance of the project’s activities related to participatory legislative making and improving access to finance.
  • Serve as the main point of contact between USAID/Burma and stakeholders.
  • Design the evaluation methodology.
  • Conduct qualitative research and a desk review.
  • Provide subject matter expertise on economic growth and monitoring and evaluation.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Burma.
  • Take into consideration feedback from the preliminary findings presentations, the team leader is responsible for writing the draft evaluation report, with support from team members.
  • Respond to USAID comments on the draft report and submit a final report to USAID.
  • Work collaboratively with team members throughout design, implementation, analysis and report writing to complement each other’s areas of expertise.


  • Master’s Degree in economics, public policy, international development or a related field required.
  • At least 12 years’ experience designing, managing and/or evaluating private sector enabling projects.
  • Extensive and documented experience in business enabling environment and financial development.
  • Demonstrated knowledge of regional markets in South East Asia, work experience in Burma preferred.
  • Demonstrated team management or evaluation team management experience is preferred.
  • Extensive experience engaging constructively and effectively with USG and senior host country counterparts and government officials.
  • Familiarity with USAID evaluation rules and regulations.
  • Fluency in English required.
