Position Summary:

IREX seeks qualified Senior Finance Manager candidates for an anticipated five-year USAID-funded comprehensive teacher training program in Liberia to improve early childhood education and primary education teachers’ quality and instructional delivery. The Senior Finance Manager will be based in Monrovia and will support the COP and DCOP in managing the activity.

Summary of Responsibilities:

  • Perform and maintain all the financial reporting in line with USAID and IREX policies and procedures
  • Review financial vouchers and follow approval process
  • Verify accuracy and timeliness of QuickBooks data entry and reporting guidelines
  • Ensure all project financial transactions are reasonable and allowable, within the established USAID and IREX financial management policies
  • Oversee the preparation and monitoring of program budgets in collaboration with key program staff; track all expenses and disbursements, and facilitate periodic internal budgeting
  • Manage cash flow funds to ensure fund availability for programmed project activities
  • Supervise financial management, accounting, and grants staff
  • Review and verify for accuracy all sub-recipient financial reports and sub-grant payments, if applicable
  • Regularly review payroll calculations and record all applicable income taxes or other social payments, based on local tax laws and IREX policies
  • Verify project employee timesheets and eligibility for payments
  • Other duties, as assigned

Required Skills and Qualifications:

  • Liberian citizenship or residency with work authorization
  • A minimum of eight (8) years of financial, human resource, procurement, subaward and logistics management of large-scale, complex, donor-funded projects in Liberia
  • Master’s degree in accounting, finance, economics, or related field; bachelor’s or certified accounting degree accompanied by ten (10) years of experience also accepted
  • A minimum of five (5) years of experience providing direct supervision of administrative, human resources, or finance staff
  • Familiarity with USG financial reporting and compliance requirements
  • Demonstrated knowledge of accounting standards in Liberia
  • Demonstrated experience and skills in developing and managing budgets of a similar size
  • Proficiency in relevant computer applications and databases
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to financial management and reporting, budgeting, accounting, and payroll
  • Excellent oral, written, and interpersonal skills with ability to produce clear written
  • management and financial reports
  • Professionally proficiency in written and spoken English required
  • Proven ability to lead, manage, and build capacity of finance and accounting staff
  • Ability to travel outside of Monrovia to field offices if required.
