As a Senior Financial Control Assistant, you will undertake a variety of accounting and financial administration tasks related to disbursements for ADB's Technical Assistance (TA) claims; for administrative expenses involving payroll, travel, and accounts payable. You will provide support to ADB's Organizational Resilience and Business Continuity preparedness.

You will:

  • Process administrative expenses and travel related claims, validate against the applicable policies, administrative orders, contract terms, and ensure payments are made within service level standards.
  • Analyze travel accounts data, transactions and reports for accuracy, consistency, propriety and compliance with established practices. Perform financial analysis to help prepare management reports.
  • Support the development, testing, and implementation of IT systems and enhancements for Business Travel processing and accounting. Provide suggestions for a more efficient operation.
  • Process payment claims of consultants, contractors and other service providers under ADB TA projects, financed by ADB and donor's technical assistance grants or trust accounts. Check that such TA disbursements are consistent with contract provisions, financial covenants, applicable administrative orders/circulars, and established ADB guidelines.
  • Provide report on consultant contracts cost estimates, contract variations, actual disbursements and overall status.
  • Participate in projects to enhance CTL's Organizational Resilience (OR) and Business Continuity (BC) preparedness. Support the preparation and revision of the OR and BC plans under disruption, supporting us and implementation of regular training for CTL's important activities following the OR and BC plans, taking part in quarterly testing and execution of OR and BC plans on selected business operations.

Qualifications

You will need:

  • Bachelor's degree in accounting, Business Administration, or Finance. A Certified Public Accountant or equivalent designation.
  • Experience with accounting policies and accounting standards and systems, and general policies, procedures, guidelines (concerning technical assistance operations) and reporting requirements prevalent in multilateral institutions, and the application thereof.
  • At least 5 years accounting or auditing experience, working with computerized accounting systems in a large organization.
  • Proficient in office suite software, MS Excel, Word and PowerPoint, and large accounting software (e.g. Mainframe, Oracle ERP, SAP) and in use of computer databases to input and extract information, and to produce standard and ad hoc financial reports.
  • Experience with the relevant clerical procedures and guidelines and their importance
  • Analytical and systematic.
  • Experience liaising and working with staff within own work location.
  • Experience collaborating with teams as a constructive team member.
  • Good command of written and spoken English.
