The Senior Financial Control Assistant performs a variety of specialized responsibilities relating to the function of loan disbursement processing. The main responsibilities include disbursement processing as well as support and coordination functions. The incumbent will report to designated international staff (IS) and senior national staff (NS).

Responsibilities:

  • Reviews and processes withdrawal applications (WAs), summary sheet, statement of expenditures (SOE) and other disbursement related documents under direct payment, advance fund and reimbursement procedures for assigned loans and grants.
  • Pre-screens commitment letter applications to ensure that they are in conformity with the requirements of the Loan Disbursement Handbook, then forwards the same to the Loan and Administration Division (CTLA).
  • Ensures accuracy, validity, correctness and compliance with ADB disbursement policies and guidelines - within agreed service level standards (SLS).
  • Provides operational support to SLRM DU and monitors the status of withdrawal applications, uploads manual applications to SharePoint and maintains updated records of WAs received and processed
  • Downloads disbursement data from disbursement systems (e.g., Client Portal Disbursement, Integrated Disbursement System), generates various reports and prepares disbursement related correspondences.
  • Performs SOE reviews for assigned projects, in accordance with SOE review guidelines.
  • Performs user validation testing – as needed/guided, under CTLA disbursement process digitization initiatives.
  • Attends diligently to disbursements-related inquiries raised by executing and implementing Agencies (EA/IAs), RD, CTLA and other ADB staff.
  • Assists in conducting disbursement seminars and trainings on CPD/BRF system for EA/IAs’ staff and others.
  • Performs other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications:
Relevant Experience & Requirements:

  • Bachelor’s degree in accounting, finance or other related fields. A professional accounting qualification (e.g., CPA, CA, ACCA or equivalent) from an accredited institute, would be an advantage.
  • At least 5 years of relevant experience in banking, back-office operations, accounting, audit, compliance or equivalent, preferably with international organizations.
  • Demonstrated knowledge and understanding of ADB operational processes and procedures.
  • Proven ability to undertake background research & analysis, collect and organize required data, and prepare notes/reports.
  • Excellent oral and writing communication skills in English.
  • Strong computer skills including a good command of MS Office tools.
