Senior Nutrition Consultant

The Nutrition Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual Senior Nutrition Consultant to be outposted to the Health Division, Human Development Directorate, Department of ASEAN Socio-Cultural Community. The overall objective of the consultancy is to strengthen organizational and technical capacity in the ASEAN Secretariat for nutrition, and to support improvements in nutrition policies and programmes across ASEAN Member States.
Work assignment (based at ASEAN Secretariat, Jakarta, Indonesia), Expected deliverable and Delivery schedule:

Assignment: Provide support and relevant inputs to the Nutrition focus area in the ASEAN Health Cooperation based on the current ASEAN Strategic Framework of Health Development and the ASEAN strategic framework and action plan for nutrition 2018-2030, including supporting the development, implementation, monitoring, and evaluation of nutrition projects/programmes of the ASEAN Health Cluster 1 and the ALD-EAFM.

Expected deliverable 1: Coordination and technical support are provided to UNICEF and partners to implement the nutrition project activities in the ASEAN Health Cluster 1 Programme of work (2021- 2025) and finalizing the various ASEAN guideline and minimum standards that supported by UNICEF, including:

  • Integrating treatment of severe wasting into national health systems
  • Maternal Nutrition
  • School Nutrition Package
  • Marketing of food and non-alcoholic beverages to children
  • Mandatory Large Scale Food Fortification
  • ASEAN standards for nutrition indicators during surveys and routine data collection; data collection methods; and data quality checks
  • Revision of the Annex of Model Law in guidance the protection, promotion, and support of breastfeeding and complementary feeding
  • ASEAN Regional Code Monitoring Framework
  • Establishment of the ASEAN Nutrition Surveillance System (ANSS)
  • ASEAN Breastfeeding Forum
  • workshop on sharing of experience on nutrition surveillance
  • Training framework for health workers
  • ASEAN Food and Nutrition Security Report 2026

Assignment: Support and service the Meetings and other relevant events of the Health Ministerial and Senior Official Levels, Cluster Meetings, Member State hosted meetings and events on Nutrition, training sessions, meetings in other ASEAN Health Platforms and Platforms in other ASEAN Divisions, as well as external meetings:

  • Prepare the necessary nutrition-related documents required for various regular ASEAN meetings including agenda, discussion papers and drafting reports.
  • Act as a resource person and facilitator on Nutrition at meetings and trainings, with guidance from ADR and Head of the Health Division
  • Assist the host organization and/or sectoral/cluster chair in preparing for meetings and/or other special events.
  • Participate in meetings related to Nutrition of other ASEAN Divisions, including Agriculture, Social Welfare and Education
  • Assist the ASEAN Secretariat and lead AMS in designing and preparing supplementary meetings and activities identified in relation to the operational framework of the ALD-EAFM, including a multi-sectoral high-level symposium, technical consultations, and trainings.
  • Participate in external meetings relevant to nutrition, such as the UNICEF-hosted Nutrition Security Coordination Committee for East Asia-Pacific.

Expected deliverable 2: All ASEAN meetings are implemented with quality in line with ASEAN internal processes and UNICEF and post-meeting follow up conducted in a timely manner including:

  • Sharing of meeting minutes with all ASEAN member states, partners, UNICEF, and technical consultants within one week of the meeting, with clear action points and delivery timeline
  • Follow-up on meeting actions points with clear documentation and action points closed within the agreed timelines.

Assignment:

  • Support the Assistant Director and Head of the Health Division in undertaking technical work on Nutrition including producing ASEAN publications and coordination of nutrition with relevant bodies of the ASEAN Community

To qualify as an advocate for every child you will have…

  • Postgraduate Degree (at least master’s degree) in nutrition.
  • At least eight (8) years’ experience with proven record of accomplishment and exposure dealing with nutrition programmes addressing undernutrition and overweight and obesity.
  • Previous experience in working with regional coordination bodies
  • Strong organization skills, with demonstrated experience to plan and organize successful meetings, trainings, and events, including high level and large events.
  • Lead role in developing large publications with multiple stakeholders an asset.
  • Excellent command of English, written and spoken
