OVERVIEW OF THE POSITION
The position of Senior Partnerships Officer is one of the project posts within a multidisciplinary team based in Kurram Agency. This post however will be located PCO Peshawar. This post will provide overall leadership and operational support in forging strategic partnerships with government, civil society, academe, private organizations, bilateral agencies, community organizations to advance the implementation of the two UNFPA supported projects in Kurram.
Promotes and facilitates support to government counterparts in implementing referral systems based on available services as well as finding ways to use government resources to address the identified gaps in a gradual manner.
Supports inter-agency effort on referral pathway strengthening to ensure that duplication of health, SRH and women’s protection services are avoided or minimized. Develop working relationships with Heads of Agencies of organizations directly providing GBV care and support services.
Develop inter-ministerial coordination (interagency protocols) mechanism based on mapping of the coordination lines among the government institutions present in FATA/ Kurram Agency. Recommend a mechanism for referral and identify gaps in the current department’s capacity to advocate for strengthening of services.
Advocate and share Inter-ministerial coordination mechanism with concerned department and advocacy work toward signing of a MoU between the departments with regards to agreed coordination mechanism.
Develop the communication strategy and the organogram among the departments to ensure that the flow of communication is achieved, which is a key to the quality coordination mechanism. This communication strategy should be available on the website of leading agency for easy access and understanding of stakeholders about the role and responsibility of the departments.
Engage with FDMA to map role out plan for the SOPs and the communication mechanism. Same should be available on the website of FDMA.
Leads multi-sectoral approach to reviewing progress in referral pathway implementation, track progress on referred cases and strategize with key partners in addressing identified gaps and recurring bottlenecks in the referral system and practices.
Prepares monthly reports using prescribed templates and reporting format and submit inputs to the Monthly Humanitarian Updates.
Facilitates timely technical and operational support to the team from UNFPA and FATA Health Directorate, FDMA and other line ministries.
Represents UNFPA in PHPF partner’s related meetings in FATA and Kurram Agency.
Perform other tasks as assigned by the Humanitarian Coordinator
Effective project delivery as per the job description of the assigned tasks.
The position will report directly to the International Humanitarian Coordinator and secondary reporting responsibility to the Provincial Head of Office. This position will also work closely from the GBV Analyst and the Project team based in Kurram.
S/He has to be active team player who could contribute in overall team performance.
§ Bachelor's degree in public health, social work and any social science is required..
§ Minimum of 5 years of demonstrable relevant Healthcare experience.
§ Minimum of 3 years of experience in Middle East with local experience in Kurrum Agency-Fata is an advantage.
§ Fluency in Pashto and English are essential.
Project Management, Supply Management, Financial Management, communication, capacity building, Pharmaceutical products, inventory management, and Health program management.
Other relevant information:
Must be Pakistani citizen ideally from Kurrum Agency else holding FATA domicile
Qualification: Advanced university degree in public health, social work and any social science is required.
Detail: At least 5 years in liaison /partnerships, networking, resource mobilization and advocacy work.
