Results for Development (R4D) is seeking an enthusiastic and organized individual to serve as a Senior Program Associate (SPA) on its Evaluation and Adaptive Learning (EAL) and Accountability and Citizen Engagement (ACE) Practices.

The Practices

  • Teams across the organization frequently collaborate on programmatic work and support each other to continuously build a better R4D. This position will work across two different practices at R4D – EAL and ACE.
  • The EAL practice conducts targeted research using methods such as formative research and rapid experimentation to answer questions relevant to donor and practitioner strategies. By using proven evaluation methods for adaptive management purposes, we work with partners to design, experiment with, and evaluate solutions to accelerate their impact.
  • The ACE practice empowers citizens and civil society to hold governments, institutions, and service delivery providers accountable. R4D’s Accountability and Citizen Engagement practice is built to strengthen the essential components of good governance for better health, education, and nutrition.
  • As an integral member of the EAL and ACE teams, the SPA will work closely with team leads to devise and execute strategies and systems that support operational excellence across their portfolios.


This cross-team role provides a unique opportunity to advance internal partnerships and collaboration. The SPA will be able to balance competing deadlines and priorities across a range of programmatic, operational, and research-related activities. The SPA will be proactive, strategic, and creative.

Previous experience developing and managing budgets as well as strong verbal and written communication skills are required. Prior experience working on USAID projects is also desired.  Experience carrying out qualitative research, especially in French, would strengthen a candidate’s application.

The SPA will have the opportunity to work on different projects across the organization, but will initially focus their efforts on two USAID-funded projects:

  • Illuminating New Solutions and Programmatic Innovations for REsilient Spaces (INSPIRES) project, which is designed to better understand drivers of closing civic and political space, and to support USAID’s Center of Excellence on Democracy, Human Rights, and Governance to strategically respond to this growing trend.
  • Rapid Feedback Monitoring, Evaluation, Research, and Learning (RF MERL), which takes a collaborative approach to learning by using timely evidence and feedback to guide decision-making and adaptation during the program cycle. RF MERL partners with USAID Operating Units and implementing partners across geographies and sectors to inform adaptive management, data-driven decision making, and/or scale-up.

This position is based in Washington, DC and will report to a Senior Program Officer within the Evaluation and Adaptive Learning practice. Travel may be required once COVID-19 restrictions have been lifted.


As the Senior Program Associate, your role will be a mix of programmatic and operational responsibilities.

Project Management and Operational Support

  • You will support financial management, including budget development and tracking, reviewing and processing invoices, and tracking contractor and partner expenditures
  • Liaise with other team members and across consortium to prepare funder reports, such as quarterly reports, and track donor-required monitoring and evaluation data
  • Participate in and assist with donor and consortium meetings
  • Support the development, negotiation, and oversight of contracts and other agreements
  • Other operational and programmatic needs, as required

Research Support

  • You will support interview scheduling and coordination with interviewees
  • Carry out qualitative research activities (e.g. key informant interviews) following a standard protocol, with supervision and support from other program staff
  • Assist with data analysis and presentation

Business Development and Communications

  • You will collaborate with team members to develop consistent, well-branded, outward facing materials
  • Coordinate with various project teams to identify and spearhead internal and external communications opportunities (written communications, video communications, webinars, conferences, etc.)
  • Serve as liaison between the R4D Communications team and the EAL/ACE teams
  • Organize activities aimed at building our business development pipeline, including reviewing new business opportunities, coordinating outreach, supporting proposal development, etc.


  • BA +3 years of experience or MA in public health/administration, business/management, or relevant field with 1 year of experience

  • Strategic and creative problem solver who is adept at developing efficient systems and decision-making processes
  • Experience developing budgets, tracking and managing resources, and supporting program management efforts

  • Excellent verbal and written communication skills, including patience and persistence in outreach
  • High level of organization, follow-through, attention to detail, professionalism, and reliability
  • Ability to prioritize and manage work in a fast-paced environment across multiple projects and work streams with competing time/resource demands
  • Ability to work both independently and as part of a team
  • Energy, good judgement, and humor
  • French language skills preferred
