The Initiative for Hygiene, Sanitation, and Nutrition (IHSAN) is a five-year project whose goal is to assist the Government of the Islamic Republic of Afghanistan (GIRoA), civil society organizations (CSOs), and the private sector to carry out and scale up evidence-based nutrition and water, hygiene, and sanitation (WASH) interventions that will improve the nutritional status of women and children less than five years old. Specific project objectives include enhancing capacity to institutionalize nutrition programs, increasing adoption of optimal nutrition and hygiene behaviors at community and household levels; and increasing availability of nutrition, hygiene, and sanitation services and products increased. The project will focus on the 10 provinces with poorest nutritional indicators based on the 2014 national nutrition assessment. Recognizing that significant variations in health situations exist between districts and sub-districts in each province, we will promote improved nutrient intake and awareness and improved sanitation and hygiene practices by working with provincial health authorities and communities to strive toward improved coverage in priority areas.

Job Summary:

The Senior Program Officer will work with the Deputy Chief of Party, Technical Teams and the M&E team at all levels of the program and be responsible for overall management of subcontractors and coordination of subcontractor performance.


The Senior Program Officer reports to the Deputy Chief of Party in Kabul and will supervise the timely implementation of all IHSAN subcontractors.


  • Responsible for the timely implementation of Subcontractor implementation throughout Afghanistan
  • Closely coordinate with the DCoP Program, and the Technical Teams on setting up and maintaining internal implementation tracking mechanisms
  • Ensure all activities related to the implementation of the program are following FHI360 and USAID rules and regulations
  • Track implementation in select provinces and maintain regular contact with Provincial Government representatives and FHI360’s monitoring contractor to monitor and verify progress
  • Identify any work plan falling behind implementation timescales and work with the Technical Teams Team and the subcontractor to design and implement remedial actions to get them back on track
  • Assist the technical team with the responses to Third Party monitoring reports
  • Assist the technical team in investigations and in determining corrective actions related to IHSAN activities
  • Work with the DCoP Program to identify obstacles to effective implementation and assist in coming up with solutions to overcome them
  • Provide assistance to independent entities conducting assessments, gathering baseline and program progress data and working on case studies as requested
  • Assist in overall political analysis, impact assessment, and strategy development tasks that advance IHSAN program goals.
  • Assist department heads in the design and implementation of training programs for program staff as and when required
  • Any other duties suitable to task and commensurate with ability

Required Skills & Qualifications:

  • Minimum Bachelor’s degree in relevant field
  • Five years of relevant work experience, including two on programs
  • At least three years’ experience supervising a staff team
  • Good understanding of activity implementation mechanisms and related issues
  • Good understanding of USAID rules and regulations
  • Strong management skills
  • High level of computer skills; particularly in the use of Word and Excel
  • Experience of working within in an insecure environment.
  • Ability and willingness to travel
  • High proficiency written and spoken English.
  • Fluency in Dari or Pashto
