Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.
The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.
Under the overall guidance and supervision of the Head of Program, the Senior Program Officer, main duties and responsibilities will include the following:
- Leads and manages the Office of Head of Program;
- Supports the Head of Program in coordinating communications both internally and externally, ensuring effective coordination with embassies, international organizations and key stakeholders, including at the national level;
- Establishes, maintains, and develops productive working relationship with Iraq staff and supports the Head of Program in planning and coordinating grant activities;
- Deputizes for the Head of Program in his/her absence.
- Serves as the primary interface with Head of Program for the implementation of grants/projects;
- Prepares grant proposals for the Iraq program, including budgets, and leads on grant reporting, working in close cooperation with the Grants Unit (HQ), Corporate Services and relevant program staff in country;
- Ensures grants are delivered within budget, in accordance with established timeframes and donor requirements;
- Works with Monitoring and Evaluation (M&E) Officer to design and determine key performance indicators (KPI’s) and logframes and ensures the Program has adequate tools and mechanisms to monitor progress made towards indicators;
- Works in coordination with the relevant ICMP program staff to measure performance against KPI’s, utilizing inter alia, data recorded within ICMP’s data management system; feedback from participants of ICMP training activities; focus group discussions; and public outreach campaigns;
- Troubleshoots project problems and recommends creative solutions to the Head of Program;
- Works as the primary interface with Human Resources to source and recruit new staff;
- Provides input into annual work-plans, performance monitoring plans, and other programmatic reports;
- Maintains close and regular contact with established partners in relevant Ministries and government agencies to support program/project implementation.
External Relations and Communications
- Oversees and ensures the smooth provision of information for the regular updating of the webpages, e-newsletters and brochures relating to the Iraq program/project;
- Coordinates, compiles and draft reports related to program/project implementation;
- Under the direction of the HoP, leads program/project planning initiatives, with attention to outreach campaign trainings and workshops;
- Represents the organization to partners, the donor and various authorities.
- Other related duties as assigned.
- University degree in Program Management, Public Administration, Project Management, International Relations or similar;
- At least 5 years of experience in a similar role within an international organization;
- Project and program design, implementation and monitoring;
- Managing staff and budgets;
- Building relations with governmental institutions and non-governmental organizations;
- Preparation of reports, project documents, briefing papers;
- Transformational leadership ability;
- Proven experience in designing and maintaining tools for program planning and implementation;
- Prior experience working within an international organization/NGO is essential;
- Knowledge of gender mainstreaming in project management;
- Capacity building/institutional development.
- Professional fluency in written and spoken English; Knowledge of Kurdish and Arabic is an asset;
- Excellent knowledge of Microsoft applications, including Outlook, Word, Excel, Project and Power Point;
- Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
- Willingness to travel and to work flexible hours including weekends and evenings, when necessary;
- Commitment to the underlying objective of assisting the authorities and families of the missing in locating and identifying missing persons in an impartial and transparent manner;
- Mental and physical capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.
