Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has supported countries to immunise more than 1 billion unique children through routine immunisation and the prevention of more than 17 million future deaths. 

The Measurement, Evaluation & Learning (MEL) Department at the Gavi Secretariat is responsible for leading the design and implementation of Gavi’s measurement, evaluation and learning activities, with the aim of ensuring that fit-for-purpose information is available and used to inform decision-making, improve accountability and successfully deliver on the Alliance’s strategy. 

The Role

This is a technical position within Measurement and Strategic Information (MSI), a sub-team of the MEL Department. The MSI team has two objectives: 

  • Ensure strong measurement, monitoring and reporting of Alliance performance at country and corporate level;
  • Provide strategic analyses to inform Gavi strategies, policies and programmes in order to strengthen delivery of results.

Reporting to the Senior Specialist, Measurement and Strategic Information, the Senior Programme Officer will ensure Gavi uses robust and integrated monitoring and learning frameworks for performance management.

Key functions and deliverables:

  • Develop and maintain robust and integrated corporate Monitoring and Learning (M&L) frameworks;
  • Support programme and business teams to use M&L tools for performance management;
  • Provide general Monitoring and Learning support to other teams as needed.

Main Duties/Responsibilities:    

Develop and maintain robust and integrated corporate M&L frameworks:

  • Develop new M&L frameworks for strategies, policies or programmes, encouraging consistency and simplification of monitoring frameworks and indicators across Gavi programmes;
  • Provide MEL support for the operationalisation of the Gavi Balanced Scorecard;
  • Support RM in the development and maintenance of donor logframes;
  • Ensure linkages with the Country Programme Delivery team’s Monitoring and Performance Management (MPM) framework, and support other MEL colleagues with the design and implementation of Gavi’s country M&L approach, as needed.

Support programme and business teams to use M&L tools for performance management:

  • Maintain and refine the Gavi MEL package, which includes guidance and templates for theories of change, logframes and learning agendas;
  • Provide training and disseminate M&L tools;
  • Provide guidance on indicator selection, target setting, and interpretation of results against targets to programme and business teams, ensuring they are linked to a team’s strategy and consistent with existing Gavi metrics and targets;
  • Provide guidance on the design, and support the implementation of, performance review fora to ensure M&L findings are used to improve program design and delivery.

Support other Gavi teams to ensure robust Monitoring & Learning, which may include the following responsibilities shared across MEL staff:

  • Support other teams to develop the MEL package (theories of change, logframes and learning agendas) for new strategies, policies or programmes going to the Gavi Board for approval;
  • Support other teams to develop or refine their monitoring and learning frameworks;
  • Support other teams with new learning activities, including development of requests for proposals, selection of providers, review of deliverables, and interpretation of emerging evidence;
  • Commission and manage contracts for external providers providing monitoring and learning services; 
  • Conduct rapid learning or evidence synthesis activities to respond to emerging questions;
  • Contribute to the maintenance of Gavi’s Learning Priority questions to ensure they reflect current needs for new evidence, including regular updating of the Gavi Learning Portal;
  • Contribute to development of Gavi governance and strategic positioning papers, senior management briefing notes, and team presentations.

Work Experience:    

  • Minimum of 8 years of professional experience, including significant experience with the design, implementation and use of monitoring and learning frameworks;
  • Experience with immunisation programs is desirable.

Skills:

  • Expertise in M&L methods for programme planning and monitoring, including developing theories of change, developing monitoring frameworks and learning agendas, establishing targets and facilitating reviews of programme performance;
  • Capacity to quickly understand new program or business areas to help teams develop appropriate M&L approaches and interpret their outputs to drive improvements in design or delivery;
  • Demonstrated ability to develop new indicators and targets to monitor performance, including understanding the details of how they are computed and underlying data sources, making sound choices that consider trade-offs between comprehensive measurement vs feasibility of measurement, interpreting results to support decision making, and influencing stakeholders to agree on sensible metrics;
  • Capacity to synthesise, interpret and facilitate the use of evidence by decision makers;
  • Capacity to lead the coordination of diverse stakeholders to successfully deliver projects;
  • Capacity to manage a variety of activities simultaneously, work within teams and take initiative;
  • Demonstrated ability to work effectively with a range of partners; 
  • Ability to work in a multi-cultural environment; 
  • Ability to meet deadlines; 
  • Excellent verbal and written communication skills.

Languages:    

  • Fluent English is required;
  • French is an asset.
