The Senior Project Officer (Human and Social Development) actively contributes to the Resident Mission (RM) and Sector Group’s work program by handling loans, grants and technical assistance (TA) processing, administration, of sector projects and programs, and contribute to other general social sector activities, including education sector, and covering both public and private sector operations. The incumbent will report to Country Director, PRM on day-to-day administrative matters and to the Director, Human and Social Development, East, Central and West Asia team on operational and policy-related matters. The staff will also work closely with relevant international staff based in ADB Headquarters and may supervise administrative staff.
  • Assists in the administration and monitoring of ADB-financed loan and TA projects, and actively engages with Resident Mission, Headquarters and field offices of ADB, Government agencies, development partners, and other stakeholders on related matters.
  • Participates in Country Portfolio and program review missions. Supports project preparatory missions in the review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues, among others. Participates in Project Review and Country Portfolio Review missions as required.
  • Participates in and contributes to internal and external training and conferences on project management and other activities for advocacy, dissemination and knowledge building.
  • Contributes to sector work in the field by assisting in conducting research, updating information on the assigned sector, analyzing financial, institutional or economics uses, and preparing subject sector reports.
  • Prepares sector assessments and provides appropriate advice on sector policies and institutional reforms.
  • Maintains up-to-date knowledge base of future Government investment plans and approval processes, organizational structure and policies relevant to the assigned sectors.
  • Acts as the focal point for the assigned sector(s) and maintains close relationships with the relevant Government agencies and HQ staff.
  • Performs other duties that may be assigned as reflected in the incumbent’s workplan.
Relevant Experience & Requirements:
  • Bachelor’s degree in social sciences (e.g., Health, Social Development, Development Economics, Education). Master’s degree or equivalent with specialization in public health or social development / policy will be preferred.
  • At least 8 years of relevant professional experience; and at least 4 years of project supervisory experience. Experience with an international organization will be an added advantage.
  • Excellent working knowledge of various sectors, including health, social protection, poverty and social inclusion in Pakistan
  • Familiarity and experience in the education sector will be an added advantage.
  • Familiarity with accepted best practices of project design and management.
  • Effective research, report writing and communication skills in English
  • Able to mentor junior National Staff (NS) and Administrative Staff (AS) to facilitate work planning, delivery and quality review
  • Able to liaise and work effectively with government officials
  • Able to work collaboratively with teams as a constructive team member
