Core Functions / Responsibilities:
Supervise and perform global liaison functions, on financial and administrative matters, of IOM vis-à-vis the European Union Institutions in based in Belgium, as well as regarding EU funding channelled through the EU Member States.
Lead IOM’s negotiation with the various EC services with regards to the EU-IOM Framework Administrative Agreement on financial and administrative conditions of IOM-implemented EU-funded actions.
Provide guidance to COs and Regional Offices worldwide in the financial management of EU-funded actions according to EU/EC guidelines and in interpreting EU rules and procedures, including financial reporting and auditing. Facilitate resolving individual complex cases.
Supervise the monitoring of the implementation of contractual obligations towards the EC regarding centrally funded EU projects implemented by missions worldwide. Take appropriate steps, in coordination with relevant HQ units, to ensure that good quality, regular and timely reporting for EU-funded projects is observed by the missions.
Manage budget and financial report verification and compliance review functions related to all projects funded centrally by EU institutions in Brussels.
Provide oversight of EC audit support functions, guide missions in answering related queries and resolve complex matters.
Facilitate knowledge management within IOM on EU funding related financial and administrative matters, issue EU funding related internal guidelines and instructions.
Coordinate closely with the Head of Policy & Programme Support Unit to maximize synergies between the functions.
Bring to the attention of the Regional Director and the Director of the Department of Resource Management any recognized needs for improvements, opportunities and / or possible financial exposure involving EU-funded actions of IOM.
Regional Office (RO)
Participate in the development and implementation of short- and long-term management objectives and goals and provide advice on management-related issues.
Liaise with governmental, intergovernmental, and other partner entities on resource management issues with a view to ensuring the smooth implementation of IOM’s activities, and represent the Organization at relevant high-level and inter-agency meetings.
Coordinate the RO’s annual budget submission and control spending to ensure that costs are contained within approved allocations.
Manage resource management staff and functions of RO Brussels. Organize process flows and establish internal processes in order to ensure compliance with IOM rules and regulations and effective operation.
Assist the RD in the management of human resources of RO Brussels. Issue recommendations to the RD on recruitment, retention, promotion, and separation of local and international staff. Interpret and apply HR policies, rules and regulations and make recommendations and coordinate with HRM and Legal Department for resolving difficult or sensitive cases.
Act as officer-in-charge in the absence of the Regional Director, as required.
Country Offices within the region (including the co-located CO)
Provide first-line support, guidance and training to RMOs (or equivalent) in the region with respect to IOM's policies and procedures relating to administrative, financial, HR, PRISM, IT and procurement matters.
Monitor the implementation of internal controls to prevent fraud and mismanagement.
Provide guidance to CoMs and local RMOs (or equivalent) in managing the human resources function of their missions and coordinate with PAC-FPSU for resolution of difficult or sensitive HR situations.
Monitor the financial management functions in the region to address issues relating to accounting, budgeting and treasury and local payroll matters in a timely fashion.
Review budgets contained in proposals as part of the project endorsement process with a view to seeking adequate coverage of shared staff and office costs.
Run PRISM payrolls, maintain PRISM organizational structures and/or act as bank signatory for COs too small to allow for segregation of duties.
Coordinate CO requests for changes to the “Personnel Establishment” prior to submitting to PAC-FPSU for final approval.
Track and monitor gender balance regional statistics, plan for gender target achievements, and assist COMs in the implementation of IOM Gender Policy.
Perform such other duties as may be assigned.
Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with ten years of relevant professional experience; or
University degree in the above fields with twelve years of relevant professional experience.
Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.
Extensive experience with EU funding instruments relevant for IOM and related financial rules, procedures and auditing;
Experience in liaising with national, regional and international institutions, especially those responsible for distribution of EU funds;
Experience in financial management, accounting and budgeting;
Proven experience in effectively managing a team;
Very good knowledge and experience in human resources administration and management, IOM's financial management policies and procedures and internal control assessments;
Thorough experience in IOM's SAP-based financial and HR systems (PRISM);
Substantive knowledge of European Union Institutions with respect to financing mechanisms, financial eligibility rules and procedures;
Excellent level of computer literacy especially in Excel and SAP.
Fluency in English is required. Working knowledge of French or other EU Languages is an advantage.
