Job Description

Tasks include the following:

- Participate as task team member in lending operations undertaken by sector units, advising on social development approaches, policies, including involuntary resettlement and ethnic minorities during preparation and supervision.
- Proactively work with the task teams, Social and Environment Sector Coordinators, and clients to improve the performance of the portfolio with regard to social development outcomes.
- Mentor local staff and consultants working on the programs under your supervision.
- In coordination with the Regional Safeguards Coordinator and the Country Sector Coordinator for Vietnam, undertake safeguards reviews of projects and in-country reviews and thematic supervisions, prepare reports, and disseminate lessons learned.
- Maintain effective communication with counterparts from Project Management Units and line ministries as well as development partners and civil society organizations to deliver on our social development objectives.
- Represent the Bank in local meetings of social authorities, organizations, and multilateral and bilateral donors.
- Advise clients and colleagues on social development policy and technical matters.
- Liaise with social development specialists and other groups within the World Bank, to develop and promote the use of consistent approaches to social assessment and risk management.
- Participate in the broader social development work of the team.
- Work independently under general direction of the Practice Manager, seeking guidance on complex projects/issues from Senior and Lead specialists.
- Undertake policy dialogue with clients on social sustainability and safeguards issues and advise counterparts on technical options for social development, particularly resettlement, indigenous peoples, mitigation plans and institutional development strategies.
- Handle complex technical, institutional and program implementation issues regarding social development and lead the related dialogue with counterparts.
- Participate and play a leading role in portfolio reviews on selected social development topics.
- Lead or participate in analytical studies, support other analytical work on different social development topics, and stay abreast of developments in social development globally and on cross-cutting issues.

Selection Criteria:

-  A minimum of 15 years relevant work experience with Master or 12 years with PhD in the field of development, including substantial experience working in developing countries on a range of social development issues.  
- More years of country based experience with a range of development organizations will be a strong advantage.
- Good understanding and analytical capability for carrying out social impact assessments and practical application of findings.
- Ability to think strategically and conduct dialogue on social development policies and priorities, with application to in-country policies and programs.
- Familiarity with development projects, with specific experience working with vulnerable communities.
- Extensive knowledge and experience in addressing issues covered by social safeguards policies (social assessments, involuntary resettlement, indigenous peoples) in complex and challenging settings, and across practices.
- Experience in addressing safeguards issues in project design and implementation, reviewing potential social impacts of development projects, balancing corporate interests with regional/country/sector needs, and promoting social sustainability aspects of operations.
- Experience in participatory processes, civic engagement, gender, and community development approaches.
- Strong operational (task management) and analytical skills and demonstrated ability to translate analytical work into policy advice and actionable, practical recommendations.
- Ability to present complex social development and safeguards issues to task teams and Bank audiences, and to engage effectively with government counterparts, the private sector, project beneficiaries and civil society.
- Demonstrated capacity to work in teams and share knowledge.
- Demonstrated ability to work independently with limited supervision and achieve results within agreed deadlines.
- Strong client orientation with commitment to results on the ground.
- Strong communication skills, both written and oral in English, with a range of partners such as multi-laterals, civil society and Government.
- Ability to communicate in oral and written Vietnamese is required.
- Full competence with professional office software and communications technology.
- Willingness to travel frequently within Vietnam.
