Job Description

Position Description:

The PROMISE Senior Technical Officer will serve as the project’s lead actor responsible for implementing PROMISE workplans in-country, including all administrative, technical, programmatic, and reporting responsibilities related to the PROMISE project in country. He/she will be supervised by a Zambia-based Project Director with additional oversight by the HQ PROMISE Deputy Project Director. The senior technical officer will also work closely with the PROMISE team to develop the project work plan and test project resources, products, and tools, and liaise with relevant working groups and partners in-country.

Key Responsibilities:

  • Planning, implementing, and reporting on project activities;
  • Supporting the Zambia Project Director to coordinate PROMISE activities, including mapping of key stakeholders, resource development, and other analyses;
  • Supporting formative work to inform policy, demand creation and IEC material development, including coordinating and assisting with conducting group discussions and key informant interviews;
  • Supporting development of country-specific DVR implementation and training materials, demand creation strategies, and information education communication (IEC) materials (including piloting of tools);
  • Developing draft DVR rollout implementation plans and strategies in coordination with Ministry of Health;
  • Participating in relevant HIV, PrEP, and family planning TWG and sub-committees, and provide support needed to advance DVR rollout as determined by the MOH/TWG (e.g., support national policy and implementation plan development, serving as secretariat if/as desired by the Ministry of Health, etc);
  • Disseminating DVR learning resources to facilitate decision-making by national bodies and implementing partners;
  • In collaboration with Zambia Project Director, identifying challenges, gaps, barriers to DVR rollout in-country and communicating back to the PROMISE team;
  • Providing regular progress reports by phone and email to the PROMISE team;
  • Along with the Zambia Project Director, serving as the on-the-ground point-of-contact for all of PROMISE technical support work in country;
  • Participating in webinars and face-to-face meetings with the Ring Collaborative (which brings together expertise from five PROMISE-supported countries) – aiding in the co-creation of policy language, implementation plans, discussion of training needs, and service delivery mechanisms;
  • Supporting preparation of donor reports;
  • Working with the Zambia Project Director and project partners to ensure a shared vision for project activities and outcomes in-country, address implementation challenges, and encourage the sharing of best practices and successes;

Minimum Requirements:

  • The senior technical officer must hold an advanced degree (minimum a Master’s degree) in public health or a relevant field from a college or university;
  • At least four years of relevant project management experience providing leadership to major donor funded public health projects, preferably with activities or components relating to family planning, youth-friendly services, and HIV prevention in resource-constrained settings;
  • Technical and/or project management experience in public health sector in Zambia;
  • Strong communication and facilitation abilities, including communication with both technical and non-technical audience;
  • Demonstrated ability to work effectively with USAID and international donors, government counterparts, and project stakeholders;
  • Demonstrated diplomatic, management and interpersonal communication skills;
  • Demonstrated written, presentation, communication and organizational skills in English;
  • Fluency in written and spoken English required; proficiency in local language preferred
