Job Description

Duties and Accountabilities:

• The selected candidate will be assigned on duties as a lead and member of a team to prepare, appraise, negotiate, and supervise implementation of transport sector related projects and programs.  
• In addition s/he will be required to contribute to analytical and advisory work.  
• S/he will be expected to keep abreast of issues affecting the transport sector’s performance, such as: development corridors, regional integration, environment, social impact, road safety, gender, poverty reduction.  
• In addition to working closely with World Bank Group staff, s/he will be expected to maintain regular contact with Government, the private sector, development partners, the media and other stakeholders.

Specific duties will include, but not limited to:

• Serves as a key technical specialist, advising Clients and staff on strategy and long-range interventions, advising and reviewing technical and operational issues in the road/transport sector, impacting the Turkey and Southern Caucasus transport programs and the programs in neighboring countries;
• Influences the design and execution of the Bank road/transport operations; conceives, develops and promotes innovations in Bank transport sector project design and supervision.
• Ensures high technical quality of designs and civil works as a priority including audit of engineering reviews, advice on the design and components of new projects, inspection of technical quality of construction works and review of adequacy of construction materials in accordance with design and specifications.
• Reviews proposed investment projects from a transport engineering perspective and provides advice on how to improve the effectiveness and efficiency of the investments, consisting of detailed review of designs, feasibility studies, detailed studies, and other technical reports. Reviews designs and other technical aspects of the project activities to ensure that they are appropriate and reflect current standards or technical approaches. Advises on the preparation of bidding documents, as well as reviewing procurement recommendations. Participates in the preparation of Terms of Reference for consulting assignments.  Reviews and comments on technical reports including feasibility studies.
• Promotes state of the art techniques in the road sector. Leads initiatives at the country level to help dissemination better practices.
• Leads and/or participates in key road/transport sector missions and plays key role in developing innovative practical approaches to difficult policy, technical and operational issues in the road/transport sector.
• Participates in program and project preparation:
• During project identification helps identify development objectives, review and critical analysis of proposals from Government to meet these objectives, gathering supporting data and information to support the proposals and providing specific inputs into project appraisal document;
• Participate in project preparation, appraisal and negotiation activities, including operational missions in the field countries, with particular focus on implementation, project costs, and getting results on the ground;
• Participates in program and project implementation and supervision:
• Regular monitoring of costs and quality of work, identifying and helping resolve emerging issues to ensure results on the ground
• Carrying regular reviews of project implementation, inclusive of site visits and review of progress reports, and make recommendations on remedial and follow up actions to resolve emerging or outstanding problems;
• Participate in project supervision missions and take a leadership role in all or part of the implementation review activities;
• Provide cross-support to other sector units in the design, implementation and supervision of civil works and related project components;
• Review procurement documents (and/or financial management reports) to ensure compliance with Bank guidelines and the provisions of credit agreements, prepare comments and follow up correspondence for the team leader;
• Serves as a technical focal point on road/transport sector issues for clients and staff.
• Develops and builds client relations at senior levels; maintains a strong technical dialogue in each of the countries covered covering different aspects of road/transport sector.
• Plays significant role within sector in guiding/mentoring and operational training or development activities in field of expertise.
• Participates actively in sector donor coordination activities in the country;
• Fiduciary activities; together with procurement and financial management experts on the team, review procurement documents and financial management reports to ensure compliance with relevant guidelines and agreements;
• Knowledge sharing; contribute specific professional knowledge both in the assigned countries and within the Bank on road/transport and developmental issues;
• Keep abreast of key developments in related sectors and in regard to cross-cutting issues affecting the performance of the transport sector, such as: development corridors, regional integration, environment, social impact, road safety, gender, poverty reduction;
• Facilitation of private sector engagement; encourage participation of the private sector in formulation of transport policy, sector strategies and implementation plans, with particular emphasis on development of the domestic construction and transport industries.

Selection Criteria:

• Masters level degree in either Highway Engineering or Transport Planning and Economics  
• At least 8 years experience in road/transport operations including management of transport projects, road projects, experience in contract administration, planning and programming of capital and maintenance works and institutional reforms;
• Knowledge and experience of World Bank operations and added advantage
• Comprehension of typical sectoral and technical issues in road/transport, including experience in technical review of road/transport projects and management and financing of transport infrastructure;
• Superior analytical skills as applied to common problems in the transport sector;
• Excellent organizational and presentation skills;
• Strong communication (written and oral) and interpersonal skills;
• Computer literacy in basic software for word processing, spreadsheet and database;
• English language proficiency.
• Prior experience in road/transport project management or operations with the World Bank is an added advantage.
