Shelter Technical Coordinator

The Shelter Technical Coordinator will provide support on specific technical competencies related to shelter, settlements, energy, environment and WASH and contribute to Core Competency (CC) programme development.

The following is a brief description of the role

Generic responsibilities:
  • Adherence to NRC policies, guidance and procedures.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  • Promote the rights of refugees in line with the advocacy strategy.
  • Contribute S&S-specific technical competence to programme development, adjustment, or review.
  • Develop S&S technical guidance, tools and mechanism.
  • Conduct S&S research and document findings and recommendations.
  • Contribute to organizational learning through the provision specific technical analysis, lessons learned and reports.
  • Develop training modules and provide specific technical learning and/or training for project staff.
  • Support the specialist in ensuring quality programming throughout the Project Cycle Management (PCM). 
Responsibilities:

Specific responsibilities:
  • Support to develop technical guidelines and standards for implementation teams. 
  • Support in reporting to donors and developing proposals. 
  • Support on context analysis for programme and strategy reviews.
  • Assist in reviewing the existing shelter programme in Jordan and provide recommendations for improvements.
  • Documentation of best practices and case studies of the shelter programme.
  • Support the Shelter Specialist in representing NRC in coordination forums and with relevant ministries.
  • Support the integration of safe and inclusive programming in the existing programme. 
  • Support research initiatives through desk reviews and field work. 
  • Support on developing tools needed for assessments and other processes. 
  • Works closely with the Shelter Core Competency inputting on strategy review processes and feeds in the Quarterly team and review processes.
  • Analyse data and produce reports on NRC activities.
  • Develops capacity building initiatives to enhance the knowledge and professional development of NRC staff in areas of climate change and environmental approaches.
  • Provides technical analysis and proposes renewable energy/energy efficiency and environmental initiatives for program development. This includes sharing technical knowledge, developing technical guidelines and best practices, adapting SOPs, drafting technical notes and creating tools to enhance the quality of the projects.
Generic professional competencies for this position:
 
  • Minimum 3 years of relevant experience within the humanitarian sector
  • Previous experience from working in complex and dynamic contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in Arabic and English, both written and verbal.
Context/specific skills, knowledge and experience:
  • Bachelor’s degree or higher in architecture, civil engineering, urban planning or relevant work experience
  • Technical knowledge of shelter and settlements programming is a requirement.
  • Technical knowledge of WASH, climate change and energy.
  • Professional writing skills for reporting, studies, and guidance documents.
  • Data analysis skills
  • Experience in providing trainings is desirable.
