UNICEF Iraq works with government and partners to strengthen the protective environment for the most vulnerable children and women, and to improve children’s access to education, safe water, sanitation, and health services. In 2017, UNICEF, along with partners, reached more than 1.4 million displaced people with life-saving water and hygiene services, helped to keep more than 25,000 displaced children learning, delivered psychosocial support services to nearly 200,000 children, and supported vaccination of more than 5.5 million children against polio.

There is still much to be done. We are working against a backdrop of violence and political instability, and mass displacement has affected millions of children and families. By the start of 2017 an estimated 11 million people were in need of humanitarian assistance, around half of them children.

How can you make a difference?

The Social Policy Officer will be based in the Dohuk Field Office, under the day-to-day supervision of the Chief Field Office and technical reporting line to the Chief Social Policy based in Baghdad.

The Social Policy Officer will be accountable for providing technical support and assistance in all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results in areas under the responsibility of the Dohuk Field Office. This will include:

  • Supporting the implementation of child-sensitive emergency cash assistance linked with recovery objectives.
  • Consolidating relationships with DoLSA in Dohuk and Mosul and providing technical support to expand social protection coverage, accountability and impact on children
  • Inform on transparency, adequacy, equity and efficiency of child-focused public investments and financial management through building an evidence base on Public Finance for Children at governorate-level in Ninewa and Dohuk
  • Participating to partnership identification, advocacy efforts, sectoral coordination
  • Identify opportunities for scaling up Social Policy programming

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: Development, Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A minimum of two years of relevant professional experience is required. Previous experience with cash-based programming and data collection/analysis will be a strong advantage. Previous experience working in Dohuk and/or Ninewa will be a strong advantage.
  • Background and/or familiarity with emergency is considered an asset.
  • Fluency in English, Arabic, and Kurdish is required.
