The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to
develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help
develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a
Sustainable manner.
The FAO Representation in South Sudan is organized around three main units: Programme, Operations and
Administration. The current portfolio of projects in South Sudan includes activities related to agriculture, livestock,
fisheries and natural resource management, and is implemented with humanitarian, transitional and development
Funding. The incumbent will contribute to the country's programme and portfolio as foreseen in the projects.
This position will support the FAO South Sudan programme, specifically working on activities to ensure incorporation social aspects and management of social risks in project design, implementation and monitoring are addressed in line with both FAO and Donor frameworks. Despite overall positive impacts from FAO projects, it is necessary to
ensure that social risks or social impacts emerging from the complexities of implementation in South
Sudan are addressed.
The Social Risk Specialist will support the operationalization of social aspects in coordination with existing Environmental and Social Risk Management (ESRM) frameworks within the programme, including driving the education, communication and implementation of Environmental and social instruments.
The Social Risk Specialist works under the general supervision and guidance of the FAO Representative for South
Sudan, the direct supervision of the Senior Program Officer, and in close consultation with the Programme Team and
Heads of Field Offices.
Tasks and responsibilities:

  • Lead in the development of social instruments, with clear risk mitigation measures for all new projects in line with donor and FAO guidelines.
  • Participate in the process of environmental and social impact assessments (ESIA) and preparation of screening reports, environmental and social management plans (ESMPs) for various projects in line with FAO and donor guidelines.
  • Conducting social risk assessments for proposed projects, using various tools and methods analysis, social impact assessment, human rights assessment, gender analysis.
  • Support environmental & social compliance for various projects in line with FAO and donor guidelines.
  • Participate in preparation of quarterly and annual reports on ESRM implementation for various projects in line with donor and government requirements.
  • Liaise with Environmental and Social Risk Specialist in implementation of FAO’s Framework for Environmental and Social Management portfolio in donor-funded projects.
  • Provide technical guidance and support to project teams and partners on social risk issues e.g. safeguarding policies, social inclusion, and conflict sensitivity.
  • Perform other related duties as required.

Candidates Will Be Assessed Against The Following:
Minimum Requirements:

  • University degree in sociology, environmental sciences, sustainable development, climate change, natural resources management or other social sciences, or another relevant field.
  • At least five years of experience in social risk assessment and impact analysis relating to environmental management, climate change, and related activities
  • Working knowledge (level C) of English and limited knowledge of Arabic. For PSA it can be required only one language Level C

Technical/Functional Skills:  

  • Report writing ability that meets FAO’s standards.
  • Ability to multitask and delivery under limited timelines.
  • Knowledge on environmental & social standards by international finance corporations such as World Bank, African Development Bank, GEF, IFC, GCF etc. is an asset.
  • Prior work experience with international organizations, including INGOs, bilateral or multilateral agencies and UN agencies is an asset
  • Experience in project proposal and project documents development in the area of Social Risk Specialist;
  • Strong written communications skills
  • Proficient with Microsoft Office package
