Job Description

Job Purpose:

The Programme Coordinator will contribute to the strategic thinking, planning, and overall coordination efforts of the Consortium.

They will be responsible for setting-up and leading the work of the Programme Management working group (PMG), and will ensure that quality and innovative practices are consistently applied across the Consortium programmes.

The PC will supervise the MEAL Manager and the Senior Field Coordinators and will be responsible for coordinating the programme implementation with Government and in particular with the Programme Coordination Secretariat within the relevant ministries.

Key Responsibilities:

  • Member of Consortium Management Unit (CMU)
  • Leading development and coordinating implementation of the Social Transfer programme
  • Leading development and coordinating implementation of the Humanitarian Cash programme
  • Leading Programme Management Working Group (PMG), charged with developing implementation tools and strategy
  • Developing and managing internal and donor-level Consortium reporting
  • Leading the development and dissemination of learning, communication and advocacy initiatives
  • Ensure the Consortium’s communication and visibility plan’s obligations are met
  • Manage the MEAL Manager and the Consortium’s Senior Field Coordinators
  • Represent the Social Transfer Programme at technical coordination and working-group meetings
  • Represent the Cash Consortium at technical coordination and working-group meetings (i.e. Cash Working Group)

Specific Responsibilities:

Representation and coordination

  • Represent the Cash Consortium at Cash Working Group Meetings and/or Work Streams, and other relevant coordination fora, in coordination with the Cash Consortium Members
  • Coordinate with donors on specific response actions as requested
  • Coordinate programme implementation with other ongoing Safety Nets programs, in particular with WFP and UNICEF implementing the Baxnaano programme and BRCiS Consortium implementing a Safety Net pilot

Programme management

  • Maintain a consistent and high level of communication with the Consortium Members, donors and government as well as respond and follow-up to ad-hoc donor and Consortium member requests
  • Ensure that sub-grant related processes and procedures are standardised and consistently implemented throughout the programme, including data collection, reporting, timelines and partner capacity-building
  • Lead the Consortium Programme Management Working Group (PMG), including developing programme implementation strategy linked to the different Social Transfer models and humanitarian cash and present results to the wider Consortium
  • Ensure coordinated implementation of the Social Transfer and Humanitarian Cash programs
  • Consolidate and/or write proposals
  • Ensure compliance and adherence to Concern policies, tools and handbooks
  • Support Cash Consortium Members to ensure activities are carried out in accordance with agreed Consortium standards and timelines

M&E, Research and Learning

  • Lead the drafting and dissemination of position papers and reports on the implementation and results of the different Social Transfer models
  • Ensure that agreed Consortium M&E and programme implementation processes are developed and implemented across the Consortium to ensure programme goals are met and protect the contractual and reputational interests of Concern Worldwide and the Consortium Members
  • Ensure a specific MEAL system building plan is agreed with Government and supervise MEAL Manager in the implementation process
  • Coordinate the M&E work of the Cash Consortium M&E partner
  • Ensure that programme reporting is adhered to by all Consortium member agencies and the Consortium Management Unit (CMU) and communicated clearly to the donor, this includes: proactive follow-up and monitoring of the implementation of the programme; ensuring all narrative reporting is professionally coordinated and compiled on time, accurately and in line with agreed formats.

Advocacy, communication and visibility

  • Develop a communication strategy for the programme in coordination with Consortium Members, donor and government, and ensure the obligations are met
  • Attend advocacy and communication meetings and calls as appropriate, including NGO Consortium Advocacy Working Group
  • Work with the Consortium Members to coordinate collection of stories, case studies, pictures, for raising the profile of the humanitarian situation in Somalia


  • Frequent travel to programme locations across Somalia as required for trainings, monitoring and coordination
  • Any other duties as assigned by your line manager

Skills and Experience Required:


  • Must have at least 5 years’ experience in the humanitarian/international development sector
  • At least 3 years’ experience of staff management
  • Bachelor’s qualification in international development or other relevant discipline
  • Experience working in remote-management context
  • Experience with Cash Transfer Programmes, ideally applying mobile money based cash delivery
  • Experience working within a Consortium setting, ideally with a consortium lead/coordination unit
  • Experience working in an insecure setting, with complex power structures
  • Ability to work efficiently, utilize complex budgets and build user-friendly tools in Excel
  • Ability to work closely with field-based international and national staff and experience utilizing various staff training and adaptive management approaches
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among Consortium Members and actively contribute to creating a high-paced, flexible, team-oriented culture
  • Strong organizational, prioritization and analytical skills, as well as a good understanding of the application of logical and adaptive frameworks
  • Experience writing original, creative and high quality donor funding proposals, reports, case studies and learning documents
  • Experience of working with ECHO & EU as a donor and understanding of their respective rules
  • Fluency in English, both written and verbal
  • Willing to spend significant time travelling to programme areas within Somalia and Somaliland driving project implementation
