The Global Finance department helps realize this objective by: • Ensuring accurate timely country office financial data capture and reporting • Timely, accurate submission of funder financial reports and invoices • Helping to mitigate financial risk by building country office finance staff capacity, assisting in audits and improving country office financial processes
The Senior Finance Specialist (SFS) is responsible for all aspects of field financial data management for a specific country portfolio, including quality review and integration of field financial data into Pact’s accounting system(s) and subsequent project reporting. The Senior Finance Specialist is also responsible for funder reporting and invoicing, assisting with monitoring budget variances for funder reporting, responding to funder inquiries and responding to general informational inquiries concerning the assigned country portfolio. The SFS may supervise other team members’ tasks and responsibilities
- Provides effective oversight to ensure compliance with systems and procedures for cash management, procurement, subgrants and subcontract financial management, documenting and accounting for cost share / match, and financial reporting.
- Works with the Country Office and Program Delivery staff to prepare reports and invoices to funders on a timely basis and follows up on requests for information, as required.
- Maintains and monitors Serenic accounting system for accurate financial data to ensure timely and periodic reports for management and other concerned staff.
- Coordinates with Country Offices and HQ/Finance staff to distribute and respond to requests/questions on actual financial transactions.
- Provides recommendations for training, improved procedures and improved service delivery in relationship to Country Office finance.
- Performs monthly desk review, and input as needed, of financial data submitted by specific projects/Country Offices to ensure completeness and propriety of monthly financial data, bank reconciliations and other related financial information.
- Assist in preparation for audits including gathering information as needed.
- Engages in the start-up and closing of projects by providing financial information, guidance and assistance.
- Maintains file organization and filing of electronic reports on the network and journal entry files by country and hard copies filed in the finance archives.
- Works with Agreement Management team members to review/or negotiate with funders on finance requirements for new agreements/contracts to make sure they are consistent with Pact’s policies/procedures before implementing the project.
- Provides support to country staff on getting data into and out of Serenic accounting system.
- Represents finance in country/portfolio calls/meetings to update/understand on the finance issues from programs and provide assistance/recommendation on project financial management when needed.
- Creates Jet Reports for country and team use, if Jet design training received.
- Maintains a safe and organized working environment.
- Performs all other duties as assigned.
- BA and at least 4 years of relevant experience (or equivalent)
- Ability to travel internationally (10% of time, depending on country requirements)
- Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in funder and peer organizations
- Strong understanding of Pact’s strategy and how tasks contribute to the greater good

- Knowledge of fund accounting
- Overseas work experience
- Fluent English and proficiency in another language
