Job Description

Foundation for Innovative New Diagnostics (FIND) is established in India as an independent non-profit created under Section 8 (Indian) Companies Act, 2013 with its office in New Delhi. FIND India is the key implementing partner of Central TB Division, Ministry of Health & Family Welfare, Government of India, for strengthening and expanding TB laboratory diagnostic capacity within the Revised National TB Control Program (RNTCP) supported by the Global Fund. FIND India is a subsidiary of FIND, an international non-profit organization based in Geneva, Switzerland. The organization is dedicated to activities that result in: 1) new diagnostic tools; 2) expanded access to these tools; and 3) strengthened diagnostic testing capacity for poverty-related diseases in low- and middle-income countries.

Your mission/Overall objective:

FIND India is implementing a Global Fund-supported project titled Joint Effort for Elimination of Tuberculosis (JEET), with an aim to partner with the private sector in various States of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients. JEET activities take a multi-pronged approach to engage with the private sector, following the National Strategic Plan mantra to “go where the patients go”. The project therefore proposes to work closely with the patient at all the touchpoints. These include chemists, pharmacies, clinics, providers, hospitals, laboratories, and Revised National TB Control Programme (RNTCP) To assist with the delivery of this project FIND is seeking an experienced PPM Lead with a health-care background. We are looking for highly motivated individuals with outstanding credentials and with experience working in TB control to join us as State PPM Lead:

This position is intended to cover the operations for the JEET project. It will be part of the team that will work to ensure that private sector engagement is coordinated across the country, that donor processes are complied with, and will provide oversight of JEET activities conducted at the State Project Management Unit (SPMU) level and below. In each of FIND India’s assigned states under the JEET project, the SPMU will further coordinate and oversee activities. In certain identified cities, a Patient Provider Support Agency (PPSA) would be responsible for continuous, end-to-end engagement with the private sector to provide quality TB services to patients seeking care in this sector.

Location: Kolkata, Vishakhapatnam, Hyderabad, Bangalore, Chandigarh and Shimla

Your responsibilities:

  • Engage with Revised National TB Control Programme (RNTCP) staff and facilitate engagement for public-private partnership in districts/cities
  • Manage overall program operations for a region with Non PPSA districts/cities
  • Plan and allocate non PPSA resources appropriately to maximize TB case notifications
  • Directly supervise activities of Non PPSA city officers
  • Ensure process adherence and timely data reporting by Non PPSA city officers
  • Provide RNTCP staff with all the necessary information related to the project and communicate project updates to them regularly
  • Work with the RNTCP staff to facilitate availability of public sector commodities (diagnostics and FDCs)
  • Support RNTCP staff in creation of a State Technical Working Group (STWG) with relevant stakeholders and facilitate coordination amongst the STWG members
  • Identify training needs for city officers and PPM RNTCP staff and organize the same in coordination with NPMU
  • Identify key private sector institutions operational in the state and liaison with them
  • Support capacity building and technical assistance to the project team in the state
  • Other tasks as assigned by the Supervisor


  • 5+ years of experience in project management, project monitoring and evaluation
  • Proven ability to work in a public health setup with decision-makers
  • Educational qualification - M.B.B.S./M.D., PSM or MPH
  • State / National level experience of working with RNTCP – esp. in involving the private sector, familiar with RNTCP, National TB Program, TB treatment and diagnostic guidelines– an added advantage
  • Experience of leading a team at the State level in a similar assignment
  • Ability to coordinate with internal & external stake holders and on-site teams. Capacity building?
  • Demonstrated ability to coordinate between multiple sites and ensure strict adherence to project targets and mandates
  • Should have good communications skills and be proficient in basic computer applications like Word, Excel and Power Point.
  • Have sound knowledge of data analysis, analytical software and ability to make meaningful interpretation for effective supervision.
  • Willingness to travel if required and at short notice

Nature of Appointment:

The selected candidate shall be initially offered a consultancy contract until December 2020. The position will be prolonged subject to satisfactory performance, project extension and fund availability.

Compensation offered:

The gross remuneration budgeted for the position shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
