Job Description

  • Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.
  • DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job

  • You will work closely with programme, logistics and finance colleagues to ensure teams have the goods, materials and services they need to deliver support to displacement-affected communities across northern Lebanon. You will work under the close supervision of the Supply Chain Team Leader to meet the needs of programme teams, follow up on procurement related requests and ensure compliance with DRC regulations.
  • You will be a detailed-oriented individual who can understand and implement public procurement rules and regulations but also be able to delivery quality work in a consistent and timely fashion – with a focus on value for money.
  • While primarily focused on Akkar, you will have the opportunity to work across all of DRC northern Lebanon operations. If you are a good communicator and keen to learn then we can train you on new systems, coach you to improve and challenge you to develop professionally.

Your main duties and responsibilities will be:

  • Procure all services, materials and equipment ordered by the programmes in line with the DRC Operations Handbook and in a timely, efficient and transparent manner that achieves value for money.
  • Prepare the relevant documents for the procurement of goods and services
  • Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report. Ensure that all supplies / materials required for the programs implementation are following an accurate workplan and timeline in terms of request and delivery to sites of implementation
  • Ensure that all orders are tracked from point of planning and request through to final receipt and payment; circulate the procurement tracker to management and programme staff on a weekly basis. Ensure all documents are filed appropriately for future audit purposes.
  • Constantly search the market for new suppliers that may provide better service or value for money for DRC, verify supplier information and maintain a list of registered suppliers that can be used for regular and emergency procurements.
  • Comply with DRC Code of Conduct in all procurement activities and implement corruption prevention measures in conjunction with the Area Logistics and Procurement Manager.
  • Support the development of purchase agreements with suppliers for regularly used goods and services, track such agreements and monitor upcoming expiry dates in time for the agreements to be re-tendered.
  • Support the Tripoli office procurement team when/if needed.
  • Send monthly reports to SCTL which includes (Contract Follow Up, Procurement Tracker, Lease Tracker, Narrative report)
  • Participate in the identification of new premises for DRC which might include (Office, Warehouses, GHs) and support in drafting lease agreements, and follow ups with Land Lords.

About you:

To be successful in this role we expect you to have a Diploma in Supply Chain or related field, or equivalent professional qualification. Moreover, we also expect the following:

Required:

  • 1 year of experience in supply chain management
  • Experience with public procurement procedures and documentation

Desirable:

  • Certificates and accreditations in supply chain courses
  • NGO sector experience, in particular in international and humanitarian contexts
  • Experience operating an Enterprise Resource Planning system
