Supply Chain Specialist

As Supply Chain Specialist you will be the go-to person for procurement in Poland and will support effectively the implementation of procurement systems and functions in the country with a particular focus on compliance to the Operations Handbook. Your main duties and responsibilities will be:

Procurement Coordination:

  • Assess Programme needs and in close cooperation with relevant stakeholders develop procurement plans and facilitating the core framework agreements to meet the continuous demands
  • Assess the compliance and implementation of Operations Handbook across country operations in Poland
  • Depending the task, preparing and/or reviewing solicitation documents for high value tenders, such as ITB/RFP (Restricted, National and International) documentation before advertising or inviting suppliers
  • Provide remote support in tender management (TOC sponsoring, financial analysis of bids, contract award and management)
  • Compile monthly (and on demand) reports received from field offices to provide country procurement reports to relevant internal stakeholders
  • Make sure that country operations procurement staff are well trained in his/her responsibility zone by providing effective knowledge sharing. On demand, organize procurement trainings for non-proc/logs staff and small-scale refresher training for procurement staff and DRC Partners.
  • Make sure that Procurement processes are well-understand by main stakeholders and non-supply staff members (Program, Human Resources and Finance)
  • Ensure implementation of CAST/audit recommendations relating to Supply Chain
  • Responsible for providing specialized knowledge and operational know-how within a specific discipline

ERP Procurement module:

  • Ensure that Procurement business processes in Poland are fully registered and processed in DRC corporate System (Dynamics); 
  • Support Supply Chain Coordinator in capacity building workshops and trainings for DRC internal stakeholders;  
  • Lead the country vendor and item database 

Vendor Management:

  • Maintain DRC Poland supplier catalog. When relevant, exchange the supplier database information across other humanitarian stakeholders in the country;
  • Make sure that vetting and supplier performance evaluation records are duly filed and reported if needed

About you:

To be successful in this role we expect you to have at least 3-5 years of experience in similar position. Moreover, we also expect the following:

  • Field experience
  • Working experience from an international humanitarian organization
  • A good understanding of the procurement rules and regulations of major international donors
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Master's degree in e.g. Logistics and/or Supply Chain Management
  • Certification in Humanitarian Logistics Supply Chain (desired if no academic degree)
  • Full professional proficiency in English
  • Knowledge of Polish is an advantage
