Job Description

The post

The CRF is working with the Guinean Red Cross (CRG) as part of a project to support the health response against the COVID-19 pandemic.

In this context, the Support Delegate is responsible for:

  • Administrative and financial management of the sub-delegation: in compliance with local legislation, establishment of procedures, management of financial resources (accounting, treasury, budgets, financial reports, etc.)
  • The opening of the Labé base
  • The logistics management of the sub-delegation in strict compliance with CRF procedures (especially MOPI) and donor procedures including Global Fund and DUE.
  • HR management and monitoring on sub-delegation and training of its administrative team
  • Organizing the planning of the sub-delegation's programs and their resources over the budget year
  • Ensure administrative, financial, logistical and HR management consistency on sub-delegation

Hierarchical link :

  • Under the direct responsibility of the Head of the sub-delegation
  • The teams for which he / she is responsible are made up of the administrative and logistical staff of the sub-delegation made up of 8 people (direct: 2 assistants and indirect: 3 drivers, a housekeeper and 3 guards)

Functional links:

  • Collaborates internally with the Administrative and Financial Coordinator and the Logistics Coordinator
  • Collaborates externally with: the decentralized administrative and financial services of the State, employees of other NGOs, and depending on the environment of the sub-delegation / project

  • Seasoned experience in reporting according to donor requirements (FM, EU in particular)
  • Computer skills (complete autonomy in Word and Excel, mastery of SAGA software)

  • Good analytical and synthesis skills.
