Job Description

In line with global commitments, agreements, strategies and principles on increased interagency collaboration, UNHCR and WFP have created a Joint Programme Excellence and Targeting Hub. The established framework for collaboration provides a strong basis for the two agencies to provide strategic and operational support at country-level, with the objective of improving outcomes for refugees. This will be achieved through a new way of working, ensuring effective use of limited resources by targeting the right people with the right assistance, including support towards longer-term self-reliance.

Through a joint team of roving experts, the hub will provide support to country offices throughout the programme cycle: i) Joint situation and context analysis; ii) Integrated programme design, iii) Targeting strategy, iv) Implementation, and v) Monitoring, learning and feedback. Experts will be recruited and ready to provide remote and/or in-country support, building on existing structures and capacities.

The Joint Programme Excellence and Targeting Hub is initially set up for one year and with the capacity to support two countries throughout the entire programme cycle, and to provide on demand support for at least 4 additional countries using a modular approach (covering selected phases of the programme cycle). The Hub will be led by a Joint Coordinator, reporting to the project leads governed by the Technical Advisory Group, consisting of senior UNHCR and WFP staff from relevant units.

To support the activities under the Joint Programme Excellence and Targeting Hub, UNHCR and WFP are jointly recruiting a Targeting Advisor.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Joint Coordinator and in close collaboration with other members of the Hub and technical counterparts in UNHCR and WFP), the Targeting Advisor will be a key function to

the success of the new way of working that the Hub constitutes. S/he will be responsible for the following activities:

  • Support the design of needs assessments to ensure that information relevant to targeting is captured and analyzed in a timely manner
  • Based on an analysis of the needs, and in alignment with programme objectives/joint action plans, design targeting strategies for end-to-end countries, and support countries in demand of modular support on targeting and prioritization
  • Propose practically feasible targeting options in line with the Joint UNHCR/WFP targeting principle and targeting guidance[1]
  • Conduct community consultations to inform targeting strategies and the selection of targeting/eligibility criteria
  • Engage with cash, livelihoods, self-reliance and social protection experts in both UNHCR and WFP to understand national targeting systems and potential for alignment in light of refugee inclusion efforts
  • Conduct statistical validation to estimate design targeting errors (inclusion and exclusion)
  • Present findings recommendations to UNHCR and WFP country teams and finalize strategies
  • With support of the Technical Advisory Group, develop plans for prioritization in the case of resource shortfalls and/or pipeline breaks in close collaboration with the country staff, Joint Programme Officer and Joint Programme Livelihoods Officer

Work closely with Hub Programme and Accountability to Affected Populations (AAP) Officers to ensure:

  • Targeting strategies are designed in close consultation with the People of Concern
  • Timely communication of targeting and prioritization decisions
  • Robust processes for appeals, complaints and feedback
  • Work closely with the Joint Programme Livelihood Officer and technical experts in UNHCR and WFP to develop targeting strategies with the longer-term vision towards self-reliance
  • Develop monitoring plans to monitor targeting processes and the outcomes of targeting and prioritization decisions on assisted and non-assisted populations
  • Conduct targeting reviews to refine existing targeting strategies
  • Consult relevant stakeholders (including the affected populations)
  • Assess and monitor targeting effectiveness (design and implementation errors)
  • Ensure that suggested adjustments are documented and implemented
  • Document best practices and develop targeting related learning materials for regional and country-level learning events
  • Participate in/represent the hub in relevant agency and interagency events/fora
  • Any other related tasks as agreed with the Joint Coordinator

DELIVERABLES AT THE END OF THE CONTRACT:

  • End-to-end countries have robust targeting and prioritization strategies in place
  • Modular support on targeting provided to countries in demand
  • Validated targeting methodologies have been implemented and are regularly monitored in countries supported by the hub
  • Best practices and lessons learned have been documented and learning materials developed to ensure sustainable capacity development and country-, regional and global levels

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced University degree in economics, social science, statistics or related field

Experience: 

  • At least 7 years of combined experience in conducting food security and vulnerability assessments and analysis, and design and implementation of targeting in humanitarian and development contexts
  • Prior experience with UNHCR and/or WFP of advantage

Knowledge & Skills:

  • Strong skills in quantitative and qualitative methods and analysis
  • Good understanding of food security and vulnerability assessment methodologies and tools
  • Good knowledge of statistical packages (SPSS required, STATA and R an advantage)
  • Demonstrated ability to write analytical reports and present findings
  • Experience working in dynamic and innovative environments
  • Willingness to travel extensively to provide in-country support

Languages: Working knowledge of English (proficiency/level C), working knowledge of French desirable
