Job Description

IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Baluchistan and Sindh provinces.

Job Overview/Summary: The Team Leader will provide strategic and operational leadership and assume the overall responsibility for the implementation and coordination of a large-scale, consortium based Multi-Year Education Program. The Team Leader must bring a senior leadership profile with a proven track record in managing education, livelihoods and protection programming delivery in fragile and conflict affected areas/countries. The job holder is expected to practice decision-making at strategic and operational level with a high degree of judgment based on specific problem solving experience, drawing on a range of external and internal factors.

Major Responsibilities:

Management and Coordination

  • Lead, chair and coordinate Project Support Unit in collaboration with key stakeholder.
  • Provide oversight of programme activities, team building and the creation of external partnerships
  • Ensure project is appropriately staffed across main members, including the appropriate combination of expertise across technical and operational areas
  • Responsible for developing strategic and annual work plans as envisaged in the project proposal.
  • Convene, facilitate and document regular meetings between consortium member agencies and other stake holders to oversee and discuss project progress, identify and resolve project-related problems and plan implementation.

Representation and Communication

  • Effectively represent the consortium at different forums/levels.
  • Facilitate visits to the project site by stakeholders including the donors.
  • Have open and ongoing dialogue with the donor and other agencies in all the project areas.
  • Chair the Project Support Unit and Steering Committee Meetings
  • Contribute to the development and implementation of advocacy and operational research initiatives.
  • Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of IRC to representatives of other organizations (UN, LNGOs, INGOs, counter-parts, donors, government authorities etc) who are linked to the Consortium.

Planning, Monitoring and Reporting

  • Lead annual review of the project and partnerships
  • Through the established M&E system, deliver results-based programming and provide evidence of impact.
  • Produce and submit high quality donor reports.
  • Lead documentation and sharing of knowledge and emerging practices from the program internally and externally with the wider stakeholder audience.
  • Foster an integrated approach by coordinating and cooperating with all other thematic areas (protection, education, food security & livelihoods), during the implementation of the program.
  • Ensure maintenance of project documentation at the agency and Consortium level.

Financial Management

  • Work closely with the member agencies Grants Management teams to:
  • Coordinate and prepare agency wise budget forecasts;
  • Monitor expenditure of partner budgets against planned activities and project progress
  • Prepare financial reports for the donor
  • Address budget problems in over or under spending, budget amendments etc and communicate to all concerned.
  • Participate in program coordination meeting and progress against activities and budget
  • Assist DDP in regular monitoring and monthly reporting on all grants’ management aspects: phased budget and actual expenses analysis, work-plan progress and updating, procurement plan revision, data collection and analysis and monitoring of indicators.
  • Develop and monitor the implementation of the DFID Program’s annual procurement plan.

Resource Mobilization

  • Develop a fund-raising strategy in the areas of responsibility and in donor liaison where appropriate.
  • Support the program team to develop project proposals to advance the priority work of DFID program.
  • Lead in the donor mapping, to build linkages with official donors, and to undertake donor negotiation together with the key stakeholder.

Personnel Management

  • Lead on the recruitment of projects’ staff.
  • Coordinate, supervise and provide technical support to field staff.
  • Build and maintain effective relationships, with their team, colleagues, members and external partners and supporters.
  • Ensure performance management is implemented within the projects. This includes ensuring that all staff has job descriptions, work plans and have clear objectives and receive meaningful feedback on their performance regularly.

In collaboration with the Provincial Coordinators/Heads of Offices, ensure that staff understand and comply with all relevant IRC policies and procedures.

  • Master degree in Social Sciences, or relevant field

Work Experience:

  • At least 08 (eight) years management experience, including staff management, fund raising and budget management
  • Proven experience in developing and managing effective vocational-technical skills training; job creation; business development services; and youth employment projects in Pakistan
  • Experience working with partners, strengthening capacity of staff, provincial & district level authorities and improving the gender balance of youth education services
  • Experience in donor reporting
  • Understanding and experience of monitoring & evaluation techniques, knowledge and understanding of value chain analysis techniques and experience is preferable.
  • Experience of working in an insecure or hardship environment
  • Experience of working through community participation and community based programming

Language Skills: Good written and spoken English and Urdu skills; regional language skills will be a plus.


  • Strong computer skills: must be competent in the use of Windows, MS office programs, email programs, etc.
  • Willingness to travel outside Islamabad to field sites under demanding conditions.
