Job Description

Background

Sierra Leone is fast transitioning to a new era of development originally guided by the Agenda for Prosperity (A4P) 2013-2018. The peaceful post-conflict elections and subsequent launching of the Constitutional Review Process in 2013 are critical indicators of the collective aspirations of the people of Sierra Leone to enhance social cohesion and promote economic wellbeing.

Progress has been made in terms of governance, human rights, transparency and accountability. The Mo Ibrahim Governance Index for 2012 ranked Sierra Leone 31st out of 52 countries, with the third fastest improving governance score for the past six years.

UNDP contribution to democratic governance will be in line with AWP Governance and Public Sector Reform pillar and implemented in close partnership with UN Agencies, WB and donors. It will build on the gains and lessons learned from the current programme cycle as well as address the residual activities stemming from the drawdown of UNIPSL. Specifically UNDP will support the Parliament, National Election Commission (NEC), Political Parties Registration Commission (PPRC), Anti-Corruption Commission (ACC), Ministry of Justice, Office of National Security (ONS), Sierra Leone Police (SLP) and Civil Society Organizations (CSO), among others. By doing so, it will help create a politically and socially cohesive as well as an accountable governance environment that offers effective justice, security and good quality delivery of services to all people.

The implementation of the Democratic Governance Programme will be In line with the UNDP’s Strategic Plan 2018 – 2021.

Under the guidance of the Country Director (CD), the Team Leader Democratic Governance acts as one of the advisor to Senior Management. In addition to the senior managerial functions, the incumbent is responsible for providing the Governance programme portfolio with management and supervision responsibilities, strategic planning, proactive delivery and effective implementation of the governance portfolio. The incumbent will cover the entire range of functions in the programme cycle, from conceptualization and formulation to monitoring and evaluation. In liaison with the CD and other programme teams and the Planning and Support Unit (PSU), he/she plays a lead role in the analyses of the social, economic and political context in Sierra Leone and advises on responses to emerging complex challenges and possible areas for UNDP interventions within the Country Programme Document. In addition, he/she identifies and forges strategic partnerships with the government, UN Agencies, CSOs as well as bi-laterals.

The incumbent will endeavor to identify opportunities for cross cutting collaboration with other programme pillars in particular in areas of women’s empowerment, local representation, rural development, the representation of vulnerable groups, youth and the disabled.

As Team Leader, the incumbent heads the Democratic Governance Portfolio within Programme team working through and with the operations team in the CO, Planning and Support Unit (PSU), programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme. And as member of the CO Leadership Team, he/she may also advise on potential areas of policy that could have an impact on the country as far as governance reform is concerned. On a day to day basis, the incumbent provides direct support to the Country Director in relation to policy advice and guidance to strengthen national capacity to accelerate delivery ensuring cross-programme and synergies and complementarities.

Duties and Responsibilities

Summary of Key Functions:

  • Leads the strategic direction of Governance programme portfolio
  • Management of the Governance programme portfolio and supervision of the Governance team
  • Policy Strategy and Programme Advice on Democratic Governance
  • Strategic partnerships and support to resource mobilization
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management

As a member of the CO management team, leads the strategic direction of UNDP programme in the area of expertise (Democratic Governance) focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents.
  • Identification of strategic programme areas of cooperation.
  • Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
  • Analysis and presentation of UNDP policies and their implementation in the CO.
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

Manages the CO’s Democratic Governance Portfolio programme and supervision of the Governance team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The TL Democratic Governance performs the function of Manager Level 2 in Atlas for development projects transactions approval.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the DCD (Operations)

Policy, Strategy and Programme Advice on Democratic Governance including Local Governance and Citizen’s Engagement

  • Advise, guide and provide support to the implementation of Democratic Governance, (including local governance and citizen’s engagement) Programmes.
  • Seek engagement with development stakeholder and media to promote social and political opportunities and solutions;
  • Develop in consultation with the GOSL a plan for engagement in local governance strengthening and the improvement of local services delivery;
  • Provide inputs to Governmental Economic and Political working groups including those related to local development and decentralization.
  • Provide policy advice to the GOSL entities and key ministries to enable the participation and representation of local and sub-regional stakeholders in the country including but not limited to indigenous people, women’s group, youths organizations, CSO’s, national NGOs ensuring a culture of transparency, participatory approach and efficient service delivery.

Fosters and nurtures strategic partnerships and provides strategic support to resource mobilization in cooperation with the CO Senior Management and the Planning Support Unit focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Leads and forges communities of practice and manages the provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme.

Required Skills and Experience

Education: Master's degree or Bachelor’s in law, social policy, public policy, politics, economics, development studies or a related area.

Experience

  • Master’s Degree with 7 years or Bachelor’s with 9 years of progressively responsible work experience in international development with experience in policy design on governance, peace building and post crisis development
  • Experience coordinating and liaising with government agencies and/or donors.
  • Excellent written and verbal communication skills.
  • Experience working in the UN System is an asset.

Language Requirements

  • English Proficiency.
  • Other official language of the UN will be desirable.
