Job Description

Position Description:

The Technical Director/ Environmental Governance will provide technical leadership and inputs to the project in the field of environmental governance. as well as provide additional support as needed to the Chief of Party (COP). S/he will work with relevant ministries and departments and sub-national government entities, other public and private sector institutions and stakeholders engaged in environmental governance efforts. S/he will work with stakeholders and actors engaged in policy advocacy efforts to support improved environmental governance in Philippines. Further, s/he help guide project activities and capacity development efforts designed to improve environmental governance. In collaboration with the project COP, s/he will maintain close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for supporting the COP in the timely and effective implementation of project activities, deliverables and execution, monitoring and reporting of the project interventions to USAID.

Key Responsibilities:

  • Collaborate with the COP to provide leadership to the development and maintenance of comprehensive, effective environmental programming in Philippines
  • Provide technical leadership on project-wide activities related to reducing environmental crimes and unsustainable environmental practices while sustainably managing the natural resources sector and improving the country’s environmental governance
  • Facilitate policy dialogue on topics related to environment and natural resource management to improve environmental governance in the country
  • Lead the design, development and implementation of governance capacity building at the government level and with local stakeholders
  • Lead the design, development and implementation of environmental and natural resource management good governance and public participation activities
  • Develop and maintain collaborative relationships with donor/client organizations, relevant national and subnational government agencies, bilateral organizations and other NGOs\
  • Ensure that project implementation in technical focus area adheres to the appropriate USAID country, regional and global strategies and remains technically sound
  • Lead and or produce input for and present major/complex reports, including the supervision, coordination and quality control of consultant reports who are engaged in environment, natural resources management and environmental governance activities
  • Serve as back up to the COP, work as Acting COP in the COP’s absence, and support COP in donor requested tasks and deliverables
  • Serve as secondary point of contact for FHI 360 with USAID/Philippines representatives

Minimum Requirements:

  • Master’s degree in business administration, economics, international development, natural resource management, or a related technical field
  • Minimum ten years of relevant technical experience working on public policy and environmental governance in the Philippines (and/or south/southeast Asia), especially as relevant to the conservation and management of environmental governance, environmental crimes, and sustainable environmental practices/ natural resources sector
  • Five years of technical assistance experience with mid to large international donor programs in Asia-Pacific
  • Strong understanding of conservation work in the Philippines with knowledge of core technical and policy issues pertinent to natural resource security and management
  • Applied knowledge of key tools, frameworks, and methodologies in natural resource management, environmental governance, biodiversity conservation, and related disciplines
  • Proven ability to engage and work with senior government officials, private sector leaders, and other key stakeholders within the natural resource management sector
  • Thought leadership, research, and published work in natural resource management and related disciplines
  • Experience reviewing and analyzing environmental policy/laws/legal frameworks
  • Excellent interpersonal skills with proven experience facilitating dialog across public and private sector stakeholders
  • Experience with donor-funded projects, preferably USAID
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities
  • Prior experience in working in Philippines and/or knowledge of the Philippines environment, natural resource management and/climate change sectors
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
  • Excellent oral and written communication skills in English; fluency in Filipino will be an advantage
