Unitaid is a multilateral partnership hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

 Description Of Duties:

Unitaid HR plan and Data Analysis:

  • Support HR Manager in formulation of HR plan in coordination with various teams at Unitaid and ensure implementation of the plan and strategy.
  • Initiate actions in GSM as per the requirement pertaining to HR Plan such as supervisory lines etc.
  • Analyse and develop various HR related reports and data for senior management as and when required such as functional reviews, audits, high level meetings.

Selection and Recruitment:

  • Manage selection and recruitment of fixed term and temporary staff including review of staffing needs, vacancy announcements, initial screening of candidates, conduct panel meetings, selection tests and interviews and preparation of documents/folders for panel meetings, related correspondence.
  • Service and participate in the selection panels to provide support in the interpretation of the selection procedures and guidelines with a focus on WHO rules and regulations.
  • Ensure surge and emergency recruitments, including temporary staff for Unitaid projects and activities are adequately facilitated.
  • Facilitate and manage processes of hiring of Consultants and Interns as per the WHO Policies and procedures as well as internships.

Contract Management and Entitlements:

  • Contract management of Staff, Consultants and Interns in GSM including appointment, extensions, separations etc. suitably liaising with WHO HQ and Global Service Center.
  • Provide briefings and clarifications on entitlements, clarifies issues, responds to queries; determine, advise and recommend entitlements on the basis of contractual status; review policies and procedures and recommends changes as required.
  • Act as leave administrator of Unitaid staff to ensure compliance as required.
  • Prepare regular HR Announcements and briefs to provide updates of policies and procedures.

Performance Management and Staff engagement/relations/others:

  • Support staff with performance management development system and provide required resources for enhancement.
  • Training to staff for better understanding and clarity on PMDS.
  • Develop induction program for new joiners and develop Standard Operating Procedures for various HR actions to streamline processes.
  • Assist HR Manager handling interpersonal issues of staff and non-staff in accordance rules and regulations.
  • Ensure staff engagement and well-being for enabling and respectful environment.
  • Performs other duties as deemed necessary by Manager (HR).

Required Qualifications:

Education:

Essential: University degree in Business Management or Social Sciences, Law or related field.

Desirable: Advanced university degree in Human Resources Management, Social Sciences or Business Administration, Law or another relevant field.

Experience:

Essential: A minimum of two (2) years of professional experience in various facets of human resources management.

Desirable: At least five (5) years of experience in various facets of human resource management in UN and/or other international organizations.

Skills:

  • The incumbent should identify with the core values of the UNITAID/WHO.
  • Good ability in interpreting human resources policies and procedures and their applications pertaining to all elements of human resources, analytical and negotiating skills.
  • Demonstrated ability to work harmoniously in a team atmosphere.
  • Practical knowledge of human resources and tools.
  • Modern management skills (Planning and evaluation, etc.).
  • Capacity to prepare terms of reference and to prepare and monitor and manage the implementation of contractual agreements.
  • Capacity to convey information and options in a structured and credible way, ability to speak and write clearly.
  • Proficiency in computer applications and ability to draft reports.
  • Knowledge of WHO/UN agencies policies, procedures and practices will be an advantage.

Use of Language Skills:

Essential: Expert knowledge of English.

Desirable: Intermediate knowledge of French.
