OBJECTIVES OF THE PROGRAMME
The unit of Programme Planning, Budget, Monitoring and Evaluation is in charge of EMRO's strategic planning, budget management and corporate performance monitoring, assessment and reporting. PME coordinates the development of the Programme and its Budgets (Programme Budget - PB) applying a results-based management (RBM) approach in line with the Organization's mandate, policies and strategies. It leads and facilitates operational planning and performance monitoring and assessment, in collaboration with all levels of the Organization, to measure progress towards the priorities and results as outlined in the General Programme of Work, CCS and related Programme Budget. PME advises on corporate resource allocation to programs and monitors the programme budget, its workplans, its financing and implementation levels throughout the biennium. The unit is accountable to the Director of Programme Management for ensuring programmatic and budget accountability, including the preparation and presentation of reports to Cabinet and Governing Bodies.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:
- Act as an advisor to technical programmes on sound results-based formulations of outputs and planning elements at the regional and country levels.
- Promote the cross programme collaboration and joint planning with countries.
- Plan, manage and coordinate related quality assurance process for EMRO's Programme Budget (PB) inputs and operational plans.
- Oversee the formulation and maintenance of a compendium of EMRO specific PB indicators (as related to global indicators) for the work at regional and country level, including technical specifications and performance metrics, in collaboration with IER.
- Develop new processes, systems, guidelines and tools to ensure results- and evidence-based performance monitoring across all entities and programs of the Organization.
- Lead the performance monitoring, assessment and reporting exercises including developing peer review mechanism during the mid-term and end of term.
- Analyse and evaluate the efficiency and effectiveness of the current practices for performance monitoring, assessment and reporting, and design new approaches and mechanisms to address both emerging and on-going issues at both regional and country levels.
- Manage the implementation of joint monitoring and assessment with Member States as applicable.
- Act as Secretariat for the EMRO standing group on evaluation and commission leading the biennial evaluation workplan.
- Conduct periodic ad hoc programme, thematic reviews and analyses of the progress towards achieving the established results in the PB and workplans. Prepare background documents, concept papers, situation analysis, develop technical reports assessing the implementation of related programmes.
- Develop new communication channels and strengthen collaboration with the global network to improve monitoring and evaluation policies and process.
Essential: Master's degree in public health or social sciences.
- Diploma in business administration or management or international relations.
- Specialized training in planning, results-based management and/or project management would be an asset.
Essential: At least seven years of progressive combined experience at the national and international levels working in programmatic monitoring, assessment, and evaluation. This should include at least two years of experience working at corporate level.
Desirable: Experience working in WHO / United Nations system would be an asset.
- Strong theoretical and practical knowledge in policy formulation, planning, monityoring and evaluation in the health or related sectors, also in programme budgeting, management , and disciplines related to result-based management, analysis and forecasting.
- Excellent analytical and strategic skills performing complex analyses on a wide range of factors, requirements and priorities for the assessment and implementation of activities in multisectoral and multicultural environments.
- Knowledge and experience in quantitative and qualitative methods.
- Mature judgment, strong technical, analytical, conceptual, inter-personal and communication skills;
- Demonstrated capacity to contribute to the design, configuration and implementation of information systems to produce timely and reliable program and management information.
- Ability to manage multiple issues and tasks in a complex organizational environment and to re-prioritize actions on short notice.
