OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations (EMO) unit of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

DESCRIPTION OF DUTIES

Under direct supervision of PAM EMO and overall supervision of RED, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

  • As regional focal point for OSL, play a key role in providing timely, proactive and expert advice and support, to the Incident Manager and Incident Management Support Team on all supply matters in the context of the emergency response including coordination and communication with HQ and WCOs, as required
  • Coordinate WHO /OSL activities within the IMS team and with national and international Logistics partners; Closely collaborate with EMO staff, counterparts from HQ, Regional and Country Offices, key partners, UN Agencies, international institutions, NGOs, WHO Collaborating Centres and, as appropriate Member States partners engaged in health logistics for emergency response to provide expertise on the implementation of health logistics, regularly reporting on activities and recommending alternative and/or innovative solutions.
  • Identify, establish and maintain strategic regional warehouse for regional emergency stockpiling at various strategic warehouse locations including RO, International logistics hub, UNHRD, etc., to ensure effective and efficient supply management and avoid the risks of delays in timely response caused by lockdown, border closure, exportation ban etc.
  • Play a key role in the development and management of logistics projects at the Regional Office and/or country level, including the development and strengthening of specific OSL capacities such as capacity building and training, R&D, platform, kits and tools, etc. in accordance with OSL technical requirements for field operations.
  • As delegated and working with PAM EMO participate in the preparation and delivery of effective and innovative capacity building and training to ensure the implementation of a coordinated and effective health logistics operations and management, and its integration within the broader health emergency sector.
  • Within the delegated authority, guide, coach, motivate and manage staff, proactively promoting effective team work and achievement of results and resolving problems, within the framework of WHO Staff Rules and Regulations, and WHE accepted procedures; managing the Programme Budget within the framework of WHO Staff and Financial Rules and Regulations.
  • Represent EMO at international and regional meetings to promote collaboration, negotiate and enlist cooperation, as part of promoting the work of OSL.
  • Perform other related responsibilities as assigned, including replacing and backstopping for others including infield operation, when required.

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in business administration, systems management, logistics operations or development economics.
  • Desirable: Studies or training in humanitarian, disaster management in a public health environment

Experience

  • Essential: At least five years' experience in delivery of logistics support and operations in emergency operations; some years of demonstrated exposure at international level.
  • Desirable: Operational experience within emergency-based humanitarian organizations including a proven history of supervising supply operations in acute emergencies. Experience in WHO, UN, UN Agencies or NGOS.

Skills

  • Demonstrate knowledge and competency in delivery of logistics support and operations in an emergency context, preferably in a public health emergency, with proven ability to develop critical strategies based on sound SOPs for operations with multi-stakeholder partnerships. Sound organizational, analytical and managerial skills with ability to multi-task, identify and solve problems and produce results under pressure. Ability to write and synthesize technical information in a clear and concise manner. Excellent interpersonal and leadership skills, diplomacy, tact and discretion.

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French.
