Technical Officer

ORGANIZATIONAL SETTING

The National Technical Officer works under overall guidance of WHO Representative to Myanmar, and direct supervision of the Head of the TB Team, and in close collaboration with the National TB Programme (NTP).

The NTO will provide support to the WHO country offices as well as national programme for the project activities.

MAJOR DUTIES AND RESPONSIBILITIES

  • Provide assistance to NTP-State/Regional TB Officers in planning, implementation, training, supervision and monitoring and evaluation of all TB control activities at State/ Regional and townships under concerned stage/region.
  • Assist NTP-State/Regional TB Officers and townships Medical Officers in performing analysis of TB surveillance data.
  • Support timely quarterly reporting on surveillance and programme activity data to the National TB Programme and ensure monthly activity reporting to WHO.  
  • Conduct regular field supervisory visits, data quality auditing and assist in monitoring and evaluation of activities in border townships.
  • Assist in training, programme implementation and monitoring of TB control activities (Such as Global Fund, Access to Health, USAIDS, WHO) at NTP-State/ Regional and township levels.
  • Assist in managing anti-TB drugs and supplies at State/ Regional and township levels.
  • Ensure coordination of TB control activities at State/ Regional and township levels by all TB care providers and especially private practitioners, as well as with non-governmental and community organizations (PPM, NGO, LNGO, CSO and EHO).
  • Assist Regional/State TB officers in clinical management (DS as well as DR-TB) of patients (expect Naypyitaw post).
  • Monitoring of laboratory performance including X-pert testing
  • To participate capacity development training for TB prevention and control (District TB module training, DR-TB management training, X-ray interpretation training etc.)   
  • Performed any other related duties as required.
  • To submit quarterly assignment report to WHO TB team.

WORK RELATIONS AND PARTNERSHIPS

  • The National Technical Officer aided the respective State/Regional TB Program office working for TB control and visited the townships for supportive under concerned states and regions with the approval from National TB programme. They also visited partners implementation sites jointly with NTP to share the updated information and get better collaboration. Coordination meeting was conducted with NTP and partners.  During supervision visit He/she conducted DQA and made correction. NTO attended staff joint bi monthly meeting with NTP and donors and learnt updated information both from WHO and NTP. The supervision reports were submitted to NTP and WHO and seek for feedback.

IMPACT OF FUNCTIONS

  • Timely data collection, compilation, validation, analysis and reporting provides useful information in future planning for NTP in effective and efficient manner. Moreover, programmatic activities are monitored, and gap can be identified. The new and innovative approach can developed.  

QUALIFICATIONS

EDUCATIONAL BACKGROUND

  • Essential: University degree in medicine or medical science

Desirable:

  • Working Knowledge of clinical management of patients (expect NaypyiTaw post)   
  • Training in component of End TB strategy
  • Postgraduate degree in public health, tropical medicine, epidemiology or related field Training on TB data Management will be asset
  • Working knowledge Word, Excel, Power Point presentation

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

  • Minimum three years working experience on communicable diseases surveillance
  • Working experience with Ministry of Health and Sports or National/International Organization will be an asset

LANGUAGE SKILLS

  • Excellent knowledge of English and Myanmar language (spoken and written)
