OBJECTIVES OF THE PROGRAMME

Objectives of theProgramme and of the immediate Strategic ObjectiveTo improve vaccination coverage of the country.To vaccinate 70% of population with COVID 19 vaccines and establish AEFIs surveillance system for COVID 19 and routine immunization programme.To integrate COVID 19 vaccines in routine immunization schedule of the country.

DESCRIPTION OF DUTIES

  • Provide technical support for COVID-19 vaccine roll out and improvement of coverage in Somalia, and provide technically sound advice to strengthen the evaluation and monitoring of activities.
  • Provide technical expertise to the Ministry of Health for preparations of routine and supplementary immunization activities including microplanning, training, forecasting of vaccines and logistics, costing and support the development of appropriate strategies for reaching hard to reach target population.
  • Analyze data for decision making, monitor progress in COVID-19 vaccination coverage towards national target.
  • Advice corrective measures following existing recommendations and guidelines, update national deployment plan, operational plan, guidance and tools.
  • Provide specialized technical assistance on the planning of integrated immunization service delivery, identify suitable strategies to reach under-served populations, capacity building of health workforce.
  • Develop technical materials for trainings, webinars (or other public fora) to support COVID-19 vaccine rollout and increase coverage.
  • Monitor and measure impactof COVID-19 pandemic on other essential health services especially on routine immunization programme.
  • Develop project proposals for strengthening and extension of existing AEFIs surveillance and management system.
  • Provide technical expertise in execution of post-introduction evaluation of COVID-19 vaccine
  • Document lessons learned and success stories in COVID-19 vaccination.
  • Prepare and deliver technical presentations or briefings, represent country office in national, regionaland global forums on COVID-19 vaccination.
  • Perform other duties as assigned by the supervisoryline.

REQUIRED QUALIFICATIONS

Education

  • Essential: Advanced level degree (Master's level or above) in Medicine, Public Health, Paediatric Health, Global/International Health, or Epidemiology.
  • Desirable: Degree in Medicine. Published literature in immunization.

Experience

  • Essential: A minimum of seven (7) years ofrelevant professional experience with an international exposure in the immunization sector, including several years of experience with immunization programming in low-resource environments. Demonstrated experience in supporting ministries of health in the development, planning, implementation or monitoringand evaluation of national immunization programmes, with emphasis on COVID-19 vaccine introduction.
  • Desirable: Demonstrated experience inhealth emergency response. Demonstrated experience in data management and analysis.

Skills

  • Knowledge of vaccine-preventable diseases and immunization systems in low-resource settings with familiarity on COVID-19 vaccines, supply logistics and delivery strategies.Demonstrated familiarity with role of strategic advisory committees and translation of policy into implementation. Excellent oral and written communication skills.Ability to work as a team member and/or coordinate diverse groups of stakeholders.Strong interpersonal, networking and diplomacy skills.Conscientious, with the ability to take the initiative and work independently under general guidance and meet tight deadlines.Familiarity with the UN system and international public health partners, including knowledge of WHO country, regional and global functions and objectives of ACT Accelerator and COVAX Facility.Excellent skills in preparing technical presentations and presenting proficiently to large audiences, including government or advisory panels on immunization.

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of Other WHO language.
