How can you make a difference?

The Gender and Adolescent Development and Participation Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking a consultant to provide technical guidance on key initiatives of the adolescent development and participation programme, including coordinating regional research and major partnerships and events with ASEAN, youth, private sector and other partners.

Work Assignment and Deliverables: 

Under the direct supervision of the regional Adolescent Development and Participation Specialist, the individual consultant will serve as a technical specialist and knowledge and partnerships convener in support of the following:  

Deliverable 1: Technical Lead and Coordinator for ASEAN Regional Dialogue on Young People’s Skills, Employability and Transition to Work 

  • Lead coordination and provide expert technical advice to design and deliver the 2-day ASEAN Regional Dialogue on Young People’s Skills, Employability and Transition to Work.  
  • Coordinate across partners, including UNICEF sections (Education, ADAP, others), UNICEF country offices, ASEAN Secretariat, ILO and other UN and private sector partners. 
  • Effectively manage the workplan and budget in the lead up to the event, including the event organizer team.
  • Design and implement, together with young people, meaningful consultations and contributions to the Regional Dialogue. 
  • Lead evidence generation, pre-event webinars, and liaise with UNICEF, ILO and partners’ communications teams to design and deliver all event assets. 
  • Lead monthly technical working group to design event agenda and outreach to experts to contribute to the Regional Dialogue.  
  • Deliverable 2: Coordinate regional research initiatives related to adolescent development and participation 
  • Serve as primary focal point to manage regional research initiatives on adolescent mental health, adolescent girls’ and STEM careers, and pathways to empowerment. Research will be conducted by external partners, such as national universities, and the Focal Point is responsible for overseeing the projects.
  • Provide technical inputs to ensure research scope, methodology and final product are of high quality and respond to UNICEF’s priorities and needs in the research area. 
  • Oversee research timelines and ensure ethical guidelines are followed.
  • Develop and coordinate peer review groups as required.
  • Review all report drafts and support finalizing documents for publication and dissemination.  

Deliverable 3: Assist the ADAP Specialist in other areas of work of the Gender and Adolescent Section 2023 Work Plan 

  • Assist the Section in the implementation and managing of the Section AWP and carry out other relevant tasks as requested.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social sciences, business, journalism, education, media, communication, or other relevant disciplines.
  • Minimum eight years of professional work experience in working with adolescents, cross-sectoral programme design, monitoring and evaluation and/or knowledge management, and documentation, with recognized technical expertise in the following areas of adolescent programming: civic and youth participation, 21st century skills, adolescent girls’ empowerment, partnerships with and for youth, and social innovations.
  • Proven experience coordinating large events such as Donor roundtables, launch events, advocacy events, with a variety of agencies and partners.
  • Strong writing skills for a variety of purposes: reports, proposals, advocacy packages, etc
  • Diverse networks across East Asia & Pacific region with non-profits, social entrepreneurs, youth-led organizations are an asset.
  •  Work experience and/or proven familiarity with countries in the East Asia and Pacific region is an asset.
