Job Description

Purpose of consultancy

An expert is being sought by GTB for a duration of tentatively 11 months (between mid-January 2019 to 31 December 2019) to support (i) GTB activities concerning a pilot project on the implementation of the people centred framework in 9 countries by the end of June 2020, in the context of National Strategic Plans development, (ii) work with GTB staff to update the NSP toolkit and follow-up its finalization and dissemination by December 2020, (iii) provide specialised technical support in 4 countries to facilitate strategic allocation and use of Global Fund TB resources by December 2020.


  • The Global TB Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centred prevention and care, multisectoral action and innovation. GTB specifically:
  • provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society;
  • shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge;
  • develops policy options, norms and standards for TB prevention and care and facilitates their implementation;
  • provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyse change and build sustainable capacity; and
  • monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the End TB Strategy at global, regional and country levels.


  • Development of reference materials on the people centered framework and consolidation of people-centered framework data to guide work in 9 countries
  • Provide specialized technical support to 9 countries in consolidating country-based data and evidence;
  •  Provide technical support to preparation of teaching material and slide sets for implementation of people-centered framework (PCF) at national level.
  •  Support the development of background materials to guide the process on NSP development during workshops organized by countries at national or sub-national levels;

 By 31 December 2020, updated WHO/GTB guidance on NSP development

  • Work with national professionals engaged in these pilot projects focused on the implementation of the people centered framework for NSP development to identify and document their experience in view of lessons learnt workshop which will inform the update of the WHO toolkit of the NSP development. .
  • To coordinate the preparation a report on the above lessons learnt workshop. The report will provide the basis for the update of the WHO toolkit.
  • To coordinate the preparation of the revised WHO toolkit and consolidate comments that will come from peer review.
  •  Finalization and dissemination of the document.
  •  By 31 December 2020, Global Fund TB or TB/HIV grant proposals developed with national stakeholders in 4 countries (list of countries to be confirmed by WHO but will include French and English speaking countries).
  • In close collaboration with technical focal points across the WHO/GTB network, provide technical support (remote and in-country support) to facilitate the timely development of strategically focused grant proposals that are in line with Global Fund requirements and the WHO’s End TB Strategy.
  • In close collaboration with technical focal points at WHO/GTB, provide technical support to national stakeholders during the grant negotiation phase to ensure grants reflect Global Fund requirements whilst remaining aligned with the WHO’s End TB Strategy.
  • Strategic activities, funded by The Global Fund in ongoing grants ending in 2020, implemented (list of countries to be confirmed by WHO but will include French and English speaking countries).
  • Mapping TA needs with countries and coordinate provision of related TA missions by suitable professionals by December 2020.
  • To support GTB staff in organizing technical support in collaboration with partner.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Master’s Degree in Public Health, international relations, or similar field.




  • At least 7 years of experience in public health/grant management, working on TB related issues, including:
  • Experience working in WHO or a sound understanding of its mandate and goals in the field of TB
  • Experience working with national stakeholders, Government, The Global Fund, and other partners on proposal development, grant making and grant implementation.


  • Experience in leading TB related missions at country level and assessments on given technical areas relevant to the implementation of the End TB Strategy;
  • Experience in providing direct technical assistance at country level with respect to national strategic planning to guide TB interventions at country level.
  • Experience working across different departments within WHO headquarters, as well as with WHO regional and Country Offices



  • Demonstrated ability in managing public health related projects/ grants in partnership with multiple stakeholders, including WHO, The Global Fund, Governments, technical partners, donors, etc.;
  • Initiating and managing projects in partnership with WHO;
  • Knowledge of the End TB Strategy, as well as latest WHO TB guidelines and policy recommendations;
  • Knowledge of the Patient Centered Framework, the development of National Strategic Plans.


  • Experience in providing direct technical support to national stakeholders on key components of the End TB Strategy;
  • Experience in facilitating the implementation of the people centered framework;
  • Experience as an expert in external programme reviews of countries’ national strategic plans.

Languages and level required

Essential: Expert knowledge of English and French

Desirable: Knowledge of another UN language (Arabic, Chinese, Russian, and Spanish).
