Job Description

DESCRIPTION :

Under the responsibility of the Country Director, the Technical Unit Manager contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.
He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.
He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.

Management

Is the manager of the Regional Technical Unit team members

  •  Sets individual objectives, evaluates individual performance, contributes to development & career evolution, monitors competences
  •  Ensures a good communication and information level to his/her team members and ensures conflict resolution within the team
  •  Proposes relevant adaptation to the organizational chart of the mission and contributes to its implementation
  •  Follows the nationalisation process for relevant positions

Expertise

  • Contributes to the regional strategies in line with the global strategies
  • Provides the technical regional strategy for the STRATOPs of the Programmes under his scope
  • Ensures the Field adaptation of the different STRATECHs within the Programmes under his scope

Ensures the respect of global technical frameworks and standards and the learning process from projects

  • Ensures the Field Specialists and Project Managers respect HI’s global technical norms
  • Ensures a local sectorial watch, best practice capture
  • Ensures technical learning from projects

Ensures the development of research and innovation projects in the region when relevant

  • Suggests, drive the proposal writing process and steers technical innovation projects
  • Identifies the priorities of Research and Studies, drives the proposal writing process and steers R&S

 Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the
Program

  • Ensures that the Field Project Managers receive adequate technical guidance and support
  • Ensures quality control of projects and programmes and issue warnings and recommendations
  • Monitors the implementation of audit recommendations, if applicable

 Ensures compliance of the technical proposition with nexus stakes

Leads a local professional channel/talent pool and contributes to the Technical Divisions professional channel animation

  •  Contributes to the global facilitation of the professional channels under his scope coming from the Technical Divisions (community of practice etc.)
  •  Ensures the development of a local talent pool (carry out technical interviews of candidates and produces recommendations, identify the needs regarding trainings, etc.)

 Insuence
Ensures the local external prestige and influence of HI’s expertise

  • Represents the technical expertise of HI throughout the local relevant networks
  • Contributes to advocacy on specific themes in line with the global advocacy priorities
  • Contributes to communication messages locally in line with the global communication priorities

 Business development
Ensures the technical development of major opportunities for each different theme in the region under his scope

  •  Identifies & transforms major opportunities in the region under his scope
  •  Contributes to the design and writing of new major projects in the region and when asked in other countries within the Geographic Division
  •  Produces & steers the conception of major projects (multiple countries, one or multiple theme) or of new projects in the region
  •  Identifies & develops Regional or local partnerships and/or consortium with NGOs, Institutions

PROFIL:

  •  You hold at least a Bachelor degree in International Relations, Humanitarian Project Management, Health Care Management, Health Economics, Middle Eastern Studies, Humanitarian Assistance, Social or Health Sciences or another relevant other subject. A Master’s degree in any of these fields is a strong asset
  •  You have at least 4 years of professional experience in humanitarian / emergency contexts
  •  You have at least 3 years of professional experience of project management and or as technical coordinator / specialist
  •  You have a proven managerial experience
  •  You master external representation and advocacy, with an experience with local authorities, INGOs and clusters
  •  A previous experience in projects with rehabilitation care, psychosocial support , and/or Risk Education would be a strong asset
  •  A previous experience in Iraq or in another Middle Eastern country would be a strong asset.
