Job Description


All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.WHO's mandate revolves around six core functions:

  • providing leadership on global health matters;
  •  shaping the health research agenda;
  •  setting norms and standards;
  •  articulating evidence-based policy options;
  • providing technical support to countries; and
  •  monitoring and assessing health trends

The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.The Division of Administration and Finance (DAF) is responsible for providing overall support to the WHO European region, to provide effective, efficient and flexible managerial and administrative services to all programmes, offices and activities; enable the implementation of high-quality, results-base management framework, ensure coherences, consistency and harmony in development, implementation, monitoring and reporting on strategic and operational plans; ensure that regulations are observed and are compliant with internal and external audit requirements; ensure that a culture of transparency and accountability underpins managerial processes; and provide reliable analysis and recommendations to the senior management for strategic and operational resource management. The division is composed of six units:

  • Programme and resource management; 
  • Human resource services;
  •  Information and communications technology;
  •  Legal;
  • Administrative services and conferences;
  •  Financial control and procurement. In addition, the Office of the Ombudsperson and the EURO Staff Association secretariat are part of the DAF budget centre.


To provide video/audio/webcasting services and operate the relevant equipment in support to all internal and external meetings and conferences (mono and multi-lingual) held at the UN City (common service to all UN Agencies hosted therein), as well as WHO meetings held outside Regional Office and in other countries. Key duties:

Planning, organization and implementation of audio/video/webcasting and relevant technical support to meetings, conferences and other events.a. Manages proactively the operation of the conference halls AV and interpretation systems and all other equipment (cameras, microphones and amplifiers, presentation screens, broad/webcast equipment, projectors, tele- and videoconferencing equipment, stage lights), ensuring both preventive (pre-meeting) and regular maintenance. Liaises with AV companies on-site to agree repairs of faulty equipment. Prepares and suggests options in connection with the procurement/purchase of new equipment or spare parts to be replaced. Identifies and recommends opportunities to improve and enhance conferencing services to internal and external customers. Assists in the deployment of new conferencing equipment. Provides training on using conferencing systems as needed. b. Programmes and operates AV systems and stage lights, setting up and handling web casting, videoconferencing and internet-based communication during meetings and conferences. Provides viable alternatives and solutions to problems arising on the spot. 

  • Responsible for the production and editing of AV tapes, DVDs, CDs and other formats for WHO key top level meetings and events as well as of other similar events as required by customers (i.e. by other UN Agencies).
  • Rearranges conference halls and meeting rooms to meet technical and physical requirements of WHO technical units and other outside customers (i.e. other UN Agencies).e. Liaises with staff at all levels in the UN City to plan, anticipate, provide and improve the required services.

This includes participation in preparatory meetings with organizers and staff. In this connection the incumbent is providing drawings (in Visio software or equivalent) of the planned set-up of the auditoriums which forms an important part of the planning.

  •  In connection with WHO key meetings, such as the Regional Committee or ministerial/high-level conferences in the UN City or in any other location, the incumbent functions as a dedicated ASC resource in the areas of video/audio production and support, including web casting and recording of conferences. He/she takes part in the logistical planning, ensuring that all relevant equipment is operational and in place of the venue. In the case that the Regional Committee or ministerial/high level conference is held outside of Copenhagen, the incumbent will travel to the chosen location to provide AV technical services for the duration of the meeting and support the ASO team in any relevant task.
  •  Acts as a technical resource for ASO and Conference Assistant on issues requiring knowledge of AV systems, interpretation equipment and streaming services. These may include providing input to technical specifications for tenders, evaluation, assessment, coordination with service providers, etc.
  •  Other duties as requested by the ASO or the Conference Assistant.



  • Essential: Completion of secondary school of equivalent.
  • Desirable: Training in audio visual systems installation, operation and maintenance.


  • Essential: At least five years of experience operating video/audio/webcasting equipment in support of meetings and conferences. Experience supervising external contractors and technicians.
  • Desirable: Relevant experience working in WHO or in the UN; experience supporting international conferences in various locations.


  • Essential: Demonstrated skills in: webcasting technology, videoconferencing, conference systems (wired, wireless infrared and HF transmissions), audio visual digital editing and recording, sound production (PA systems / amplifiers) and photo/videography. Desirable: Digital recording/editing skills, skills in Visio software (or other equivalent software).

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 317,138 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
