About EPoD

Evidence for Policy Design (EPoD) at Harvard Kennedy School is a young, dynamic research initiative that brings analytical insights, typically from economics, to the design and implementation of public policies and programs around the world. EPoD directly engages with governments and local organizations to identify key questions, design innovative new policies or interventions, and test these using the tools of economics and data analysis, including large field-based experiments. Current research topics at EPoD include governance, education, entrepreneurship, health, agriculture, sustainable development, and access to finance.

As part of its mission—uniting research and practice for smart policy—EPoD trains policymakers around the world in the use of data and evidence for more effective decision-making. EPoD’s trainings draw on cutting-edge pedagogical methods, including online modules, the use of learner data for instructional design, and experiential learning to apply theory to real-world problems. Our programs provide policy decision-makers with practical skills and frameworks for effectively applying data and evidence in their work, leading to better policy outcomes.

About the Role

EPoD is currently seeking a Training Analytics Fellow to contribute to analytics, content development, and research/assessments that support capacity building initiatives aimed at increasing policy actors’ skills and motivation for using evidence in decision-making. These initiatives employ a blended-learning model that combines online learning with in-person instruction. This combination allows instructors to create a tailored classroom experience by incorporating learner data from online units into class sessions. The successful candidate will gain the opportunity to shape the way that international development and evidence-based policy-making is taught to current and future policymakers and practitioners.

There will be a particular focus on conducting analytics to support data-driven instruction and assessing training outcomes, under the guidance and direction of EPoD faculty, the Senior Training Manager, and the Associate Director of Training and Policy. In addition to working closely with the EPoD faculty directors, Asim Khwaja, Rema Hanna, and Rohini Pande, the Fellow will work with Dan Levy and Harvard Kennedy School’s Strengthening Learning and Teaching Excellence (SLATE) program to bring the latest in pedagogical innovation and excellence to EPoD teaching.

The Fellow will also work with other counterparts across the Harvard Kennedy School, in addition to with collaborating organizations such as the Center for Economic Research in Pakistan and the Institute for Financial Management and Research in India to develop and implement training, research, and policy engagement strategies. This will include significant travel (up to 20%) to support training deployments and assessment activities.

Responsibilities

Training research support:

  • Support training research efforts by drafting, reviewing, distributing, and providing inputs on research instruments such as follow-up surveys, interview/focus group protocols, and lab-in-field experiments.
  • Conduct literature reviews to inform training and capacity building assessment strategy.
  • Travel to project locations to oversee data collection.
  • Clean and manage datasets.
  • Conduct statistical analyses of data using Stata.
  • Draft project reports, research protocols, and other project documents.
  • Contribute inputs as requested on overall research design.

Learner Data Dashboard development:

  • Manage various platforms to facilitate instructors’ access to learner data from EPoDx units in a way that is timely and insightful.
  • Refine dashboards to better meet instructor needs based on feedback.
  • Innovate on existing workflows and proactively propose and implement improvements to current learner data dashboard system.

Pedagogical content development:

  • Contribute to pedagogical content development, including development of in-class exercises and digital learning materials.
  • Integrate rigorous empirical research into course content, requiring analysis and synthesis of data and economic papers into teaching materials.

Training delivery support:

  • Provide content-related support for EPoD’s training deliveries, including assisting with group sessions focused on applying EPoD’s Smart Policy Design and Implementation framework (requires willingness to travel internationally, including to India, PSourceakistan, Saudi Arabia, and Nepal, among other locations).
  • Manage training feedback collection and analysis.
